The Compliance and Regulatory Coordinator position is assigned to a specific geographic area and ensures compliance and quality in 1) the tracking, completion, and administrative duties of incidents involving the people served by RHD in accordance with federal, state and/or funder requirements, and 2) investigations of allegations affecting the health, safety, and rights of individuals under the care of RHD. The position functions as a Certified Investigator as needed. A commitment to the RHD values should be demonstrated as job duties are performed. Responsibilities/Duties
Operations and Administrative support
Serves as a liaison to external regulators and funders, as well as internal communication between the incident management/investigation department and internal stakeholders.Stay abreast of all regulations protecting the health, safety, rights of program participants.Provides leadership to programs as it relates to compliance to RHD's policy and laws.Assist and support in conducting incident reviews/audits to determine compliance with state and county timeframes prior to submissionCollects and analyzes investigation information to support National Investigations Director in determining findings, and scheduling of Investigation Admin ReviewsProvides centralized support to all Legal Affairs 'Directors as it relates to the reporting of incidents.
Systems ManagementManages incidents in EIM system DAILY (where applicable) by ensuring quality, accuracy, and timeliness.Provides oversite of the entry of new HCSIS/EIM users (where applicable)Track incident completion and closure to ensure units are following funder, county, and state timelines
Communication
Will serve as reinforcement for the Incident Managers in their absence as needed.Communicates with all levels of the organization in support of the goals of the incident management team.Provides advice and leadership to programs and departments during administrative reviews of investigations to ensure compliance and to mitigate risks of individual in the corporation's care.Provides incident tracking daily audit results and reports of incident related statistics to the Incident Managers, Units, and National Incident/Investigation DirectorsCommunicates with the state and funders regarding incidents, and investigation
AdministrativeIs responsible for adding approved signatures to documentation needed for submission, transferring of PDF files, and ensuring the final copies are filed in the correct folderSchedule meetings related to incident management, and investigative functionsProvides administrative technical assistance as needed to the Incident/Investigation team related to county and State Incident Management Bulletins, provider agreements, RHD Incident Management Policies, systems for program level incident review, and the development and collection of corrective action plans.
ComplianceEnsures regulatory compliance with federal, state, and local operating regulations as it relates to the management of program's adherence to the health safety and rights of the individuals served by the corporation.Is responsible for working with the National Incident Director and the National Director of Investigations to develop trainings and track attendance to individual programs in compliance with regulatory and legal requirements.Is responsible for tracking investigator certifications, and ensuring each investigator stays in compliance with their certificationEnsures the collection of Investigations packets upon completion by the Investigators, and files them securely for retrieval when need by the funder, county, and/or state for reviewIs responsible for assisting with the RHD Cares Compliance hotline by gathering information from the callers by voicemail, or verbally as needed, and informing the appro riate department about the reports that have come in on daily basis.Maintains strict confidentiality in all matters related to incidents and investigations.
Performs other duties and tasks as assigned.
Required Experience
2 years' experience in incident management/social service field, or a combination of experience and education will be considered. Required Education
Bachelor's Degree in behavioral health related field or, equivalent combination of education and experience.Credentialed as a Certified Investigator.In the absence of an initial Certified Investigator certification, must be able to obtain a Certified Investigator certification within 120 days of hire. Knowledge of state/funder regulations related to incident reporting and investigations.Investigative skills, including ability to formulate investigative questions and methods, structure related interviews, and review documents and collect evidence.Interpersonal style characterized by professionalism, patience, effective communication skills, and ability to remain calm in emotionally charged situations. Excellent relationship building skills.Ability to maintain confidentiality.Ability to coordinate work within a team environment.Ability to travel to RHD program sites within the United States.Valid driver's license is required.
