  About the Indiana Department of Homeland Security (IDHS):

  The Indiana Department of Homeland Security (IDHS) leads Indiana's emergency planning and operations, first responder training, and fire and building safety. The agency hosts state-level training exercises each year and certifies thousands of first responders. IDHS also supports the state Emergency Operations Center (EOC), which leads response and coordination efforts for large-magnitude incidents.

  IDHS is also designated as the State Administrative Agency for Federal Emergency Management Agency (FEMA) and U. S. Department of Homeland Security (DHS) grants within Indiana. These funds provide financial and technical assistance to local governments, non-profit organizations, individuals, and families to reduce the actual or potential risk of loss of life or property across Indiana.

  Salary Statement:

  The salary for this position traditionally starts at $61,022.00 but may be commensurate with education or work experience.

  Role Overview:

  This position serves as the Technology/Communications System Manager for the State Emergency Operations Center (SEOC). In this capacity the Technology/Communications System Manager is responsible for the management of all technology systems in the State Emergency Operations Center, which incudes, but is not limited to; computer systems (laptops and desktops), video display systems and associated hardware, software compliance and upgrades, computer peripherals such as network printers and copiers, closed circuit CCTV systems, and integrated Smart Boards. They will also manage all IDHS communications systems such as: 800 MHz and 155 MHz radio; Satellite Radio/Telephone Systems; Broadband Global Area Network (BGAN) data systems, and amateur band radio systems. This position is responsible for inventories of computers and communications equipment and systems maintenance. The position serves as the principle point of contact for several of the state's communications systems, and the coordination for procurement, processing, deployment, tracking, and de-mobilization of IDHS technology systems and communication resources necessary to support emergencies, disasters, and related field operations. A General Class Amateur Radio Operator's License, as well as certification as a COML or COMT is preferred.

  A Day in the Life:

  The essential functions of this role are as follows:

  Analyze and develops server hardware specifications and configurations.

  Monitor the network to ensure performance status.

  Establish standards and procedures for server specifications and setup.

  Ensure that loops on event servers, either preventative or scheduled, are performed.

  Ensure that all preventive maintenance is performed.

  Act as a liaison for other departments/divisions in providing troubleshooting for all types of programs.

  Perform studies to define solutions.

  Install and diagnose standard approved software.

  Set up, troubleshoot, and diagnose PC and Laptop issues.

  Provide integrated customer support and consults with all users on system design and implementation.

  Evaluate new products/technologies to determine impact on existing systems.

  Evaluate vendor products and recommends hardware, software and modem equipment to management for purchase.

  What You'll Need for Success:

  You must meet the following requirements to be considered for employment:

  Associates or bachelor’s degree in Computer Science and five (5) years of equivalent experience.

  Thorough knowledge of network operating system, design and protocols.

  Thorough knowledge of local area network concepts.

  Thorough knowledge of computer programming including computer languages, database design work process charting and testing of programs.

  Thorough knowledge of technology equipment including operating characteristics and limitations.

  Thorough knowledge of most recent technical developments in the hardware field.

  Advanced knowledge of operating systems.

  Advanced knowledge of networking protocols.

  Advanced knowledge of distributed systems-based tape management software.

  Effective communication skills.

  Ability to read and understand complicated technical manuals on hardware, software, LAN design and administration.

  Supervisory Responsibilities/Direct Reports:

  This role may be utilized in a supervisory capacity based on agency needs.
