Project Description:Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.
UPF will be built by 2025 for $6.5 billion and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.
The UPF project has multiple work schedules that are subject to change and may require employees to work overtime when a business need arises.
Position Summary:Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.
Responsibilties:Supervise a group of Civil, Structural, and Architectural Engineers and Designers, with duties to include:
Approve and act in a design over-sight role for complex civil and structural engineering deliverables, such as steel and concrete calculations and specifications, structural drawings, civil/earthwork and material requisitions.
Reviews and coordinates technical documents with/from other engineering disciplines, procurement, and construction.
Schedule and monitor work activities. Report schedule progress, describe and present variances to management, and implement mitigating strategies.
Monitor budgets for work activities. Describe and present variances to management and implement mitigating strategies. Manage specifically assigned project activities.
Assist in constructability reviews.Supervise discipline activities for Civil, Structural, and Architectural Engineering work.
Act as a mentor for subordinate Engineers and Designers.
Schedule and coordinate reviews for engineering deliverables for the Project.Conduct annual performance reviews, coaching, and career development discussions as applicable.
Lead technical discussions with Client, Suppliers, Construction, Regulatory Authorities, etc.
Skills and Qualifications:Basic Qualifications :
BS in Civil/Structural Engineering from an accredited university with 13 years of progressive related experience or an MS in Civil/Structural Engineering from an accredited university with 11 years of progressive related experience. In lieu of a degree, 19 or more years of related experience. A minimum of 5 years’ experience shall be in a leadership or supervisory role.
Have a U.S. Professional Engineering (PE) license.
Must be a United States Citizen.
Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education
Must be able to obtain a Q Clearance.
Minimum Qualifications:Experience in supervising a group of Engineers and Designers.
Ability to independently execute the detailed design of Civil, Structural, and Architectural engineering systems.
Experience with CADD applications, such as MicroStation or AutoCad.Experience with Microsoft Word and Excel.
Thorough knowledge of engineering deliverables, such as drawings, specifications, and material requisitionsThorough knowledge of construction methods for Civil, Structural, and Architectural Engineering systems.
Familiar with Earned Value Management System (EVMS).
Understands work processes of other disciplines and departments on projects.
Ability to express technical issues in a clear and concise manner, both written and verbally.
Ability to resolve design issues with Subordinates, Suppliers, other Engineering disciplines, Construction, and the Client.
Excellent listening, oral and written communication, planning, and organizational skills are essential.
Must be able to complete a pre-employment drug screen, and background check.
Preferred Qualifications:Proficient in the use of Mathcad or similar software.
Necessary skills to present technical subjects with competence and confidence.
Experience in resolving field problems associated with Field Change Notices (FCNs), Field Change Requests (FCRs), and Non-Conformance Reports (NCRs).
Six Sigma Yellow Belt or higher, or working knowledge of other process improvement programs.
Willingness to relocate after assignment completion.
