Duties and Responsibilities

The Budget Analyst -SES position is responsible for analyzing, coordinating, and compiling the collection of documents and data required to file reimbursement claims for Federal and State disasters with the Federal Emergency Management Agency (FEMA) and Division of Emergency Management (DEM). Responsibilities include but are not limited to the following: assists and coordinates program areas and management to evaluate and monitor requests resulting from disaster declarations and other reimbursement request, gathering all required documents for proper reconciliation (e.g., payroll reports, invoices, receipts, voucher schedules); completing all required grant and contract forms and financial spreadsheets; monitors status of the Department’s requests; assisting processing journal transfers related to corrections, verifying reimbursement; submitting all claims and invoices via e-mail or web-based systems; and working closely with Department members.

Assists in the preparation of monthly analysis in prescribed format comparing forecasted fiscal year expenditures for three of the Florida Highway Patrol Budget Entities. Identify areas where deficits are projected to occur. Determine and report cause of variance(s) between projected expenditures and spending plan. Identifying expenditure categories were deficits and significant variances are projected to occur. Makes recommendations and solutions Division Managers and other appropriate management. Initiate and implement appropriate budget action to resolve projected deficits. Process contracts and other documents against appropriate budgets. Maintain subsidiary records in prescribed format to facilitate the control of various appropriation categories. Use this information in the preparation and completion of monthly analysis.

Knowledge, Skills, and Abilities

Ability to reconcile accounts.

Knowledge of governmental accounting codes, such as fund organization, category, and object codes.

Ability to utilize problem-solving techniques.

Ability to communicate effectively with internal and external customers.

Ability to work independently as well as with a team.

Ability to plan, organize, and prioritize work assignments.

Skill in Microsoft Office applications including Access, Excel, Word, and Outlook.

Preferred Qualifications

Knowledge and Experience with grants, disaster recoveries, and contracts management and reconciliations

Experience submitting reimbursement claims and invoices to external parties

Experience reconciling funds

Understanding of payroll reports and payroll schedules

Outstanding customer service and communication skills

FLHSMV employees are paid once a month on the last workday of each month. All state employees are required to participate in the direct deposit program pursuant to s. 110.113 Florida Statutes.
