Summary This position is part of the Naval Reactors Laboratory Field Office, Department of Energy. Responsibilities As a Budget Analyst, you will: Serve as the Chief of the Budget and Performance Branch in the Finance Division. Coordinate all phases of DOE/DOD budget planning, formulation, and execution activities of the complex multi-appropriation, multi-billion-dollar funding structure of NRLFO including planning and execution of reimbursable work and Economy Act Order funding as well as the Field Office federal personnel budget. Develop local budgetary policy and procedural guidance for use by the Program's prime contractors. Review and analyze OMB, DoD, and DOE policies, circulars, orders and directives and advises on actual or potential impact of such policy issuances, and directs & oversees NRLFO implementation. Oversee completion of FMFIA. Responsible for review of contractors' financial, budget and other submittals and adjudicates or submits field comments to headquarters as appropriate. Consult with contractors' principal staff members during budget preparation, providing guidance concerning criteria for budget preparation. Resolve differences of opinion and questions of policy raised by either contractors or NRLFO personnel in connection with budget preparation. Develop and maintain a system to appraise, evaluate, and monitor contractual performance of budget programming, planning and execution. Identify actual or potential problems or inefficiencies and recommends remedial actions. Serve as Lead for all financial management automated systems. Serve as a subject matter expert and supervises a group of employees performing similar work. SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-12 or equivalent] in the Federal service. Specialized experience for this position is defined as: Demonstrates experience in analyzing and evaluating changes in budget plans, evaluating budget estimates for accuracy and conformance with procedures and regulations and valuating funding requests to ensure they are in-line with program plans and within allotted budget.· Time-In-Grade/Band: Current federal employees must meet time-in-grade/pay band requirements to be eligible for consideration. Applicants who are current Federal employees and have held a GS grade/pay band any time in the past 52 weeks must also meet time-in-grade/pay band requirements by the closing date of this announcement. For an NQ-03 position you must have served 52 weeks as a GS-012 level or equivalent. The grade/pay band may have been in any occupation and must have been held in the Federal service. An SF-50 that shows your time-in-grade/pay band eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade/pay band, as required by the announcement. In this instance, you must provide additional SF-50s that clearly demonstrates the one-year time-in-grade/pay band requirement has been met.
