About Budget Analyst

  Summary This position is assigned to the VHA Office of Finance, Payment Operations (104P), Support Operations Directorate. The incumbent serves in a budget analyst position that is organizationally aligned under the Chief of Budget. The incumbent performs duties vital to the successful planning, development, implementation, and monitoring of short- and long-term budget requirements and solutions for the program. Responsibilities Major Duties: Performs analytical, technical, and administrative duties in all phases of the budgetary process: budget formulation and justification, presentation and enactment, and execution in support of Payment Operations, 104P. Reviews and analyzes budgetary requests for sufficiency and consistency with call instructions, program data, strategic plans, staffing plans, facility plans, performance indicators, and guidance from administration and organizational leadership. Analyzes costs and benefits of different levels of program operations and alternative program plans. Reviews, edits, and consolidates annual and multi-year budget estimates for assigned organizations and programs into a single budget request. Monitors the execution of a budget with many different sources and types of funding such as 0152A1 appropriations, allotments from many different appropriations, transfers of funds from other agencies, reimbursements for services performed, revenue from working capital funds, and trust accounts. Serves as process owner, or co-owner on a team, for tasks the incumbent is assigned in either a primary or backup capacity. Develops, coordinates with lead, and obtains approval of supervisor, changes in criteria to evaluate assigned tasks to accommodate changes in financial management systems, i.e., software, policies, and laws affecting processes performed by the incumbent. Works closely with VHA Finance/budget staff to develop responses to questions and requests for technical information by outside offices regarding a variety of budget-related areas. Submits responses to management and other VHA program and Payment Operations managers for final approval. Performs other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: 8:00am - 4:30pm (TBD with Supervisor) Remote: This is a remote position. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-11: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 normal line of progression for the occupation in the organization. Examples of specialized experience include: 1) Performs a variety of routine budget analysis assignments that require the application of well-established budget principles, theories, and concepts. 2) Contributes to the preparation of budget estimates and justifications by extracting and presenting current and historical budgetary data. 3) Reviews office budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines. 4) Responsible running payroll reports, payroll projections, and overtime. 5) Manages the organization's Acquisition Action Plan (AAP) report, and coordinates with program offices to create VA 2237 contract document, and establish VA Form 1358 obligations. OR; GS-11: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): You must possess a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR; GS-11: Combination of Education and Experience (TRANSCRIPTS REQUIRED): You must possess combinations of successfully completed graduate education and specialized experience directly related to the work of the Budget Analyst, GS-11 position, which may be used to meet the experience requirements for GS-11 position. GS-12: You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 normal line of progression for the occupation in the organization. Examples of specialized experience include: 1) Performs a variety of routine budget analysis assignments that require the application of well-established budget principles, theories, and concepts. 2) Contributes to the preparation of budget estimates and justifications by extracting and presenting current and historical budgetary data. 3) Reviews office budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines. 4) Responsible running payroll reports, payroll projections, and overtime. 5) Manages the organization's Acquisition Action Plan (AAP) report, and coordinates with program offices to create VA 2237 contract document, and establish VA Form 1358 obligations. 6) Communicate and coordinate with various program office staff and POCs to address contractual needs to establish purchase orders, Purchase cards, and reconcile pending transactions. 7) Provides information and assistance to program managers on matters such as the requirements and acceptability of routine budget documents. You will be rated on the following Competencies for this position: Budget Administration Computer Skills Customer Service Financial Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
