General Summary
TheAuditorindependently performs a variety of auditing work and assists Sr. Auditors, as assigned.
Essential Functions
Performs work consisting of a systematic examination and appraisal of financial records, financial and management reports, management controls, policies and practices affecting or reflecting the financial condition and operating results of an activity
Applies audit sampling techniques, analyzes internal controls, examines financial records, procedures, and administrative controls to ensure compliance with applicable laws, regulations and policies of programs
Provides assistance to Supervisory Auditors, including accumulating data, maintaining records, preparing reports, and other assigned activities
Ensures production progress, quality control, and efficient use of time and resources
Audits the economy and efficiency of an assigned function and determines whether it acquires, protects, and uses its resources such as personnel, property and space economically and efficiently
Indicates the causes of less than maximum performance and whether the applicable laws and regulations on matters of economy and efficiency are complied with
Prepares working papers and draft audit reports, ensuring policy conformance, professional tone, clear facts and conclusions are adequately supported
Prepares or participates in the preparation of final audit reports
Prepares audit reports to provide information on program operations and to identify causes of deficiencies or problems
Recommends corrective actions such as modifying management systems, financial and accounting systems, workflow, lines of authority and other corrective actions
Conducts follow-up on audit recommendations and assists the DAIGA in evaluating the degree of compliance or non-compliance
Reviews information and materials for soundness, accuracy and completeness; Assists in the investigation of WSSC Water Hotline Incidents as assigned
Examines a wide variety of functions and activities to determine nature of operations and adequacy of system controls
Prepares system flow charts to obtain a comprehensive understanding of system and identify key control points (both financial and operational)
Identifies auditing procedures to be used, including statistical sampling and computer-assisted audit techniques
Evaluates and examines key controls, and tests financial records, operational data and management control data
Evaluates system’s effectiveness through application of knowledge of a variety of business systems
Obtains, analyzes, and appraises evidentiary data as a basis for an informed, objective opinion on the adequacy and effectiveness of the system, and performance efficiency
Identifies and documents improper practices, procedures and policies
Develops findings, with the proper condition, cause, criteria and effect, based on the information obtained in the review; and
Develops recommendations based on the problems/issues identified in the audit
Other Functions
Informs the DAIGA of progress, potentially controversial matters and situations having significant policy implications
Makes verbal or written presentations and reports to management during and at the conclusion of the examination, discussing deficiencies and recommending corrective action to improve operations and reduce cost
Performs special studies and assignments as required
Assists in determining the direction and scope of the proposed audit
Provides advice and guidance too less experienced auditors
Seeks and/or negotiates “win/win” outcomes with others
Seeks feedback on personal work assignments and provides feedback to improve team performance
Continuously seeks, acquires, and develops new skills by participating in professional seminars and other training activities
Promotes good working relationships with individuals and groups, internally and externally
Accepts personal responsibility for performance and the timely and accurate completion of assignments; and
Performs other related duties as required or assigned

Required Knowledge, Skills, And Abilities
Professional knowledge of the theories, concepts, principles, and practices of auditing sufficiently to conduct difficult assignments, interfaces and interrelationships between and among programs, systems, functions, policies and various issues
Knowledge of the laws, policies, regulations, and instructions governing, affecting or pertaining to agency activities, and programs
Skill in analyzing and interpreting legislation and agency policies sufficient to develop agency guidance in audit program areas and to monitor new and interrelated agency level systems and organizations
Knowledge and skill to apply new developments in audit concepts and techniques to changing programs in order to increase audit program efficiency and effectiveness in identifying problems, gathering information, and writing reports
Has and maintains a reputation for integrity, reliability, trustworthiness, impartiality and good judgment
Working knowledge of auditing/accounting standards, principles, theories, techniques, and practices good knowledge of auditing and internal controls
Some knowledge of information technology concepts and applications
Good knowledge of management principles and techniques
Ability to plan and organize workload in a manner which permits prompt and proper completion of assignments
Ability to identify controls and recognize weakness in, or lack of controls; ability to collect, analyze, and summarize sufficient facts and evidence to support conclusions and meet assigned objectives
Ability to rapidly acquire knowledge of WSSC Water’s financial and operational practices; ability to deal effectively with people while performing assigned responsibilities
Ability to communicate ideas clearly, both verbal and written, using appropriate language, proper vocabulary, and diplomacy
Minimum Education, Experience Requirements
Bachelor’s degree with major coursework in Accounting, and courses in Auditing, IT technology and general business
3+ years experience in auditing and/or program evaluation
OR
HS diploma (or equivalent)
7+ years experience in auditing and/or program evaluation
Additional Requirements
Completion of the WSSC Water Financial Disclosure Statement within 30 days of employment and annually thereafter
