  The Office of Public Health (OPH) is one of five agencies within the Louisiana Department of Health (LDH) and is solely responsible for protecting and promoting the health and wellbeing of all individuals and communities in Louisiana. This is accomplished through education, promotion of healthy lifestyles, preventing disease and injury, enforcing regulations that protect the environment, sharing vital information, and offering preventive health services. OPH plays a critical role in directing emergency disaster operations by working to ensure readiness for hurricanes, disasters, and other threats to Louisiana in conjunction with the State Health Officer, Chief Medical Officer, and other state agencies.

  OPH administers over 50 extensive programs utilizing staff in 63 parish health units, 3 specialty clinics, 14 bureaus, and over 600 contractual agreements. In order to carry out the above responsibilities, OPH is organized into 4 “centers.” The 15 bureaus include Regional and Clinical Operations, Infectious Diseases, Sanitarian Services, Lab, Vital Records and Statistics, EMS, Health Informatics, Administration and Finance, Chronic Disease Prevention and Healthcare Access, Nutrition Services, Family Health, Planning and Performance, Community Preparedness, and Engineering. The position oversees a budget of over $800 million and a staff of over 1,200.

  This is an appointed position, which functions as chief executive officer for OPH. The incumbent in this position services as the Assistant Secretary of the Office of Public Health and reports to the LDH Deputy Secretary.

  Responsibilities include but are not limited to:

  Directs administrative issues (i.e. personnel actions, equipment and resource procurement, budgeting, etc.) of all programs within OPH;

  Directs the execution of programs, monitors and evaluates efficiency, quality, and compliance with state and federal regulations;

  Serves as focal point and responsible authority for coordination of program delivery between federal, state, and regional offices

  Stays abreast of public health trends, including problems and issues nationwide via constant interface with public health professionals at the federal level, in other states, and within the state;

  Utilizes knowledge to analyze statistical data, to plan and proactively address problems which have the potential of major impact on health, including representation on state and national organizations devoted to public health and understanding of issues affecting the community;

  Works as needed during emergency operations such as hurricanes or other natural disasters, as required. Maintains current training required by LDH, FEMA, and any other state, local, or federal organization as required.

  Establishes office policies, goals, and objectives consistent with the vision and strategic goals of the Louisiana Department of Health.

  ARE YOU THE RIGHT FIT? WE ARE LOOKING FOR A LEADER THAT HAS:

  Proven executive management experience, with a wide berth of authority to make decisions regarding budget, staff management, and strategic shifts.

  Excellent program development skills, with proven success in instituting public and/or community health initiatives that drive improved metrics and/or results.

  Ability to communicate and interact effectively with staff, other LDH offices, other executives, legislators, other government officials, providers, advocates, recipients and the media

  Understanding of state budgeting development and management understanding of the legislative process

  Experience working at the federal and/or state level on health promotion initiatives.

  Demonstrated ability to bring creative and innovative solutions.

  Graduate degree in Public Health Administration or similar field.

  THE IDEAL CANDIDATE WILL HAVE THE FOLLOWING EXPERIENCE:

  A minimum of eight (8) years of management experience within a large human services or social services agency, which includes:

  Professional-level administrative responsibility for interpreting/enforcing relevant laws, rules and regulations;

  Responsibility for program planning and development;

  Personnel administration and business operations;

  And budget/fiscal administration for multi-million dollar budgets and contracts.

  Proven team builder and results-oriented problem solver who can direct multiple projects, and develop strategies and tactics to achieve successful outcomes.

  Excellent financial, data analysis, and strong interpersonal, communication, and presentation skills are required.
