About the Opportunity
The Assistant Director of Human Resources oversees the overall recruitment, selection, onboarding, and retention strategy for the Library District. This is a leadership position and works closely with the Human Resources Director. The position will work out of the Sno-Isle Libraries Service Center located in Marysville, Washington, and will join a team of six HR professionals which supports approximately 460 employees. Sno-Isle Libraries non-supervisory and non-confidential employees are represented by the American Federation of State, Council, & Municipal Employees (AFSCME) Council 2.
Sno-Isle Libraries has 23 locations in Snohomish and Island Counties which serve 800,000 people. The successful candidate will contribute to the Library District's effective operation, providing library services, spaces, and resources that are representative of diverse cultures and perspectives, intentionally inclusive, and accessible to everyone.

Lead the collaborative development and oversee the implementation of the District's recruitment, selection, onboarding, and retention process to support the District's commitment to equity, diversity, and inclusion and meet the human resource needs of the organization. Provide direction to managers throughout the process.
Support Sno-Isle Leadership and employees during collective bargaining and labor relations.
Support the Sno-Isle Libraries quarterly Performance and Engagement Process.
Manage the District's career development and succession planning strategies.
Provide direction for managers and staff in matters affecting employee relations including performance management or corrective action to ensure District policies and all legal requirements are met; where necessary, serve as third-party mediator in disagreements among employees or between employee and supervisor. Advise managers with regard to progressive corrective action; conduct investigations as needed.
Support compliance with federal and state laws governing benefits and compensation, including reporting, document development and amendment, retention, and communication.
