About Assistant Director

  Summary GAO supports the Congress in meeting its constitutional responsibilities to legislate, appropriate, and oversee the Federal government for the benefit of the American people. GAO, commonly referred to as the investigative arm of Congress, or the congressional watchdog, is independent and nonpartisan. GAO assists Congress in making informed decisions by providing information on policy and program issues, as well as by providing recommendations to make government more effective and responsive. Responsibilities Assistant Directors manage all aspects of a specific set of engagements or a single engagement or project and can function in a staff role or as an expert specialist. Band III staff plan, advise, consult, conduct, or direct work under general guidance. Work is guided by broad policy and program guidance and is judged on adherence to GAO protocols, and other policies and the degree of effectiveness in fulfilling GAO's mission requirements. Band III staff are responsible for an assigned segment of an issue area or for providing support to a unit head in managing the unit's work. The paramount characteristics that distinguish this band from IIB staff are a mastery of GAO audit and evaluation work and the ability to identify issues that have the potential to provide dollar savings or nonfinancial benefits to the government and taxpayers; planning, developing, and managing multiple engagements to achieve mission objectives and outcomes; and the development and management of people. Duties of Band III Assistant Directors include but are not limited to the following: Identifies key issues related to significant savings, improvements, or benefits and achieving results in key efforts identified in strategic plan and defining own and others work in terms of measurable or observable outcomes; Provides vision, direction, and focus to align audit and evaluation work to accomplish GAO strategic goals by managing multiple, highly complex engagements, which vary from sensitive to classified to even highly classified, ensuring soundness of engagement/project design and the effective utilization of assigned staff within and across units; Anticipates information needs of external parties and facilitates making this information readily available; Develops and monitors the process for planning engagements or projects; using planning tools, such as the EAGLE, design matrix, and project planning software; and contributing to the improvement of operations through advanced use of technology; Initiates or reviews engagement/project proposals to assess relevance, scope, and technical adequacy to meet ongoing requirements for area(s) of assigned program responsibility; Helps others to achieve results by providing advice on methods and procedures; serving as a quality assurance point for final products, maintaining accountability by advising superiors of progress or problems, and representing GAO in discussions with congressional and agency officials; and producing or guiding others to produce clear and logical products that are targeted to the audience in terms of scope, reflecting the value of the work done; and Fulfills GAO's expectations for developing and supervising employees by ensuring clear expectations, providing regular feedback, coaching staff in skill development, overseeing individual development activities, and providing opportunities to develop increased capabilities, evaluating performance accurately, and appropriately recognizing the contributions of both individuals and teams; and managing own individual career development. Requirements Conditions of Employment You must meet all qualification requirements by 5/5/24, the effective date of promotions. Must be a current GAO employee on a permanent appointment. This position may require a one year Supervisory/Managerial probationary period. Qualifications Band III Must be a full-time or part-time GAO employee on a permanent appointment. In addition, applicants must have at least one year (52 weeks) of specialized experience, equivalent to at least the next lower band level (PE-IIB, PA-II, PT-III, or MS-I), that demonstrates substantive knowledge of GAO's programs and activities, its mission, policies, objectives, management principles and processes; and the ability to manage staff, and independently analyze and evaluate the effectiveness of administrative services and staff resources. The 52 weeks of specialized experience described above must be completed by May 5, 2024, the effective date of promotion. Education There is no education requirement for this position. BARGAINING UNIT STATUS: This position is not included in the bargaining unit. If you would like to apply for Specialists promotion opportunities (IT Analyst, Financial Auditor, etc.), you must submit a separate application directly to the appropriate announcement for each Specialist position for which you wish to be considered. This position is a moderate risk public trust position with possible upgrade to a Secret or Top Secret or SCI clearance depending on the type of engagement the employee will be assigned to within the mission teams. If selected for promotion, you will be promoted in your current duty station. If you apply for a promotion and have applied for a Flexible Work Agreement (FWA) or Remote Work Agreement (RWA), and are approved for one of these agreements, you will have to re-apply if selected for promotion based on the new position to which you will be promoted. Additionally, you may have a 90-day waiting period if you have requested FWA or RWA to a new geographical location.
