  Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Responsibilities You will diagnose, locate, and repair malfunctions to the main operating mechanical components of large, complex heating, ventilation; air conditioning, and refrigeration systems (HVAC). You will test for refrigerant leaks and use a refrigerant recovery/recycling station, to Environmental Protection Agency standards to safely reclaim, recycle, and store the refrigerant before repairs can be made. You will conduct visual and audible examination of equipment components by applying prescribed test procedures and equipment, and by exploration of probable reasons for equipment failure. You will perform maintenance, calibration, modification, installation, repair and replacement of analog and direct digital controls (DDC) systems and equipment. Requirements Conditions of Employment Qualifications This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must possess the Environmental Protection Agency (EPA) 608 certification exam (Universal) as a pre-qualification for this wage grade. NOTE: This information must be provided with your application to be considered for the position. By law, all persons with access to a system or container that stores refrigerant, including A/C coolant such as R-22 or R-410A, must have Universal Certification received from an EPA approved certifying program. Certification card must be carried on person while in a duty status. The card shall be presented upon request. Any change in certification status, any Clean Air Act Section 608, 40 CFR 82 violations, EPA fines or pending EPA investigations must be reported at once to the direct supervisor and department head. Decertification may be grounds for dismissal. Although a specific length of time and experience is not required for most trade and labor occupations, you must show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on quality of experience, not necessarily the length of time. Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the job elements and screen out listed below. This job has a screen-out element which will be used to determine minimum eligibility for this job. The Screen-out Element for this position is: Ability to perform the work of an Air Conditioning Equipment Mechanic WG-5306-10 without more than normal supervision as demonstrated by performing the following tasks: 1) Installing, repairing, maintaining, troubleshooting, a variety of systems components such as compressors, which include gear, reciprocating, centrifugal, or rotary pump and a variety of refrigerant controls such as those with low and high pressure side floats, automatic thermostatic expansion valves, capillary or choke types, and those base on volume or quantity changes; 2) Examining, diagnosing malfunctions and making repairs to systems that include analog and direct digital control (DDC) systems used in complex heating ventilation; air conditioning, and refrigeration systems; 3) Reading and interpreting blueprints, specifications, and technical instructions; and 4) Following all guidelines and procedures pertaining to the use and handling of refrigerants in accordance with all local, state and federal regulations.. Education Additional Information This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. A 40 hour work week is typical for this position. This position may require shift work. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. Call back and emergency overtime may be required. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. This position is at full performance level. PHYSICAL EFFORT: Physical effort is required to maneuver equipment in and out of specific locations while dismantling and reassembling. The work requires frequent carrying and setting-up of parts and equipment weighing up to 40 pounds. Occasionally may lift items weighing over 50 pounds with assistance. Hoists, holders, and pulleys are operated when removing units such as large compressors, condensers, and chillers. The work requires making repairs and installations from ladders, scaffolding and platforms where the parts of systems worked on are frequently in hard-to-reach places; therefore, standing, climbing, stooping, stretching, bending, kneeling and working in cramped, awkward position is frequent and may be for long periods of time. WORKING CONDITIONS: The incumbent works both inside and outside, sometimes in bad weather, on top of tall buildings, in drafty attic spaces, and in cramped areas with low overheads. Work areas are noisy, moldy, dirty, dusty and greasy. Work areas may be subject to variable temperatures that may occur when working in cold-storage rooms or other areas. Personal protective equipment such as protective clothing, helmets, goggles, respirators, hearing protective devices, etc. are required to be worn when there is a possibility of exposure to toxic refrigerants during regular maintenance and repair or when making emergency repairs. Subject to possible injuries such as cuts, bruises, burns, and electrical shock; and possible respiratory disorders due to inhalation of refrigerant gases. Working conditions are considered in the evaluation of the job and do not meet criteria for compensation by environmental or hazard pay. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
