This position is a member of the Office of Diversity and Equal Opportunity (ODEO) at DEED. The ODEO team contributes to DEED’s culture work and ensures operational excellence by enforcing Equal Opportunity and advancing diversity, equity, inclusion, and accessibility (DEIA) for DEED employees and customers. This position will ensure agency staff, programs, and local workforce areas comply with state and federal EO requirements, by meeting programmatic, physical, digital and language access requirements. Additionally, this position has an important role in DEED’s complaint process, triaging complaints, providing early conflict resolution services, and investigating WIOA harassment and discrimination complaints made by customers. Finally, this role will support DEED staff and applicants by providing reasonable accommodations under the Americans with Disabilities Act (ADA), and coordinating the agency’s Connect 700 program. The disability inclusion services, and equal opportunity enforcement responsibilities held by this role will make a meaningful difference in the lives of DEED employees and customers across the state.
To accomplish these responsibilities, this position conducts thorough, impartial, and competent investigations into complaints of discrimination or harassment based on protected class and facilitates conversations/mediates complaints at the lowest level where possible. The conflict resolution work performed by this role will be grounded by a multi-cultural, equity lens, rooted in DEED’s values of equity and inclusion. This position will have the opportunity to influence ODEO’s DEIA learning and development work for staff and stakeholders; and provide consultation to ODEO partners to nurture an inclusive culture that celebrates diversity and provides culturally responsive services to Minnesotans.
Minimum Qualifications
To receive credit for your education and experience, your resume should clearly describe how you meet each minimum and/or preferred qualification listed, including dates of employment.
Bachelor‘s degree in Public Policy, Human Resources, Human Rights, Law or related field AND one (1) year of professional experience in areas of equal opportunity, affirmative action, or human/civil rights.
OR
Two (2) years of professional experience in the areas of equal opportunity, affirmative action, or human/civil rights.
Applicants that meet the above minimum qualification will be further evaluated on the following:
In-depth knowledge of federal, state, and local equal opportunity laws and policies.
Experience conducting investigations of discrimination or harassment and writing investigative reports.
Experience coordinating the Americans with Disabilities Act (ADA) accommodations.
Knowledge of best practices in the field of diversity, equity, inclusion, and accessibility.
Communication and human relations skills to develop and maintain relationships with diverse individuals and groups.
Incumbent must maintain valid driver‘s license, & insurance, OR have other reliable transportation.
Preferred Qualifications
Experience in Equal Opportunity compliance and/or monitoring.
Training or certifications in conflict resolution, de-escalation, mediation, trauma-informed facilitation, and/or restorative justice.
DEIA coursework or training in (microaggressions, unconscious bias, intercultural communications, the IDI, etc.), diversity; affirmative action; equal employment opportunity; human rights; conducting discrimination, harassment, retaliation investigations; and the Americans with Disabilities Act (ADA).
Skilled in digital accessibility requirements.
Experience developing and delivering training.
Master’s degree in a related field.
