The City of Stockton is seeking to fill an Administrative Analyst II position in the Community Development and Fire Departments.
The Community Development Department is seeking an individual that will support the administration of several programs including but not limited to the Commercial Cannabis Lottery, the Stockton Economic Stimulus Program (SESP), and the Public Facility Fee (PFF) program. Specific responsibilities include analyzing and preparing quarterly reports, assisting the Program Manager and other leadership with project management activities, support budget preparation, support policy development activities, along with other tasks as assigned.
The Fire Department is seeking an individual to oversee and supervise the technical aspects of the Fire Department’s Staffing and Payroll systems. This position requires a high degree of proficiency, knowledge, and expertise in technical and analytical administrative functions, as well as complex reporting. This position is expected to exercise independent judgment and perform complex work with Department-wide impact including: Plan and organize administrative studies; Identify problems, determine analytical techniques and information-gathering processes, and obtain required information and data for analysis; provide Fire management with policy or procedure recommendations; assist the Department Finance Officer in developing salary projections; provide technical assistance on administrative and analytical matters with regards to the City’s payroll system and Fire’s unique staffing software; and prepare technical reports, correspondence, and other written materials as requested by Fire management.
The ideal candidate will be detail oriented while also able to see the larger objective, learn standard operating procedures while also contributing to our culture of continuous process improvement, be able to work independently and under specific direction depending on the situation, and be self-motivated and eager to contribute to a high performing team.
The successful candidate will work a City of Stockton 9/80 schedule: 8:00am to 5:30pm Mondays through Thursdays; 8:00am to 4:30 Fridays, with alternating Fridays off. May be required to work additional hours and/or weekends to provide operational support.

Incumbents may advance to the higher level classification provided they possess the required education and experience for the Senior level.
Senior Administrative Analyst
$7,572.54 - $9,722.52
Prior to appointment, eligible candidates will be required to submit to and successfully pass a background investigation, which will include fingerprinting.
Under general supervision, performs complex systems, statistical, and other administrative analyses in support of activities related to department, division, or Citywide activities and functions; makes recommendations for action and assists in policy, procedure, and budget development and implementation; may act as a project leader or departmental administrative officer; performs related work as assigned.
CLASS CHARACTERISTICS
This position is the journey level of the series, fully competent to perform the full range of assigned duties in varied departmental staff support areas as designated by management staff. Projects may include statistical analyses, operations support, policy, procedure and budget development, or other areas specific to the department. Incumbents are expected to exercise independent judgment in selecting study approach and analytical techniques, and in making sound recommendations.

MINIMUM QUALIFICATIONS
Education/Experience:
Possession of a Bachelor's degree from an accredited four-year college or university with major course work in business or public administration or a closely related field
AND
Two years of professional-level experience in administration, management, systems, operations, budgetary or similar analyses. Experience in a public agency is desirable.
Other Requirements:
Specified positions may require a valid California driver's license.
Knowledge of:
Principles, practices and methods of administrative, organizational, economic, and procedural analysis;
Public administration principles and practices;
Business computer user applications, particularly as related to statistical analysis and data management;
Financial/statistical/comparative analysis techniques and formulae; and
Basic budgetary principles and practices.
Skill in:
Analyzing complex administrative, operational, economic, and organizational problems, evaluating alternatives and reaching sound conclusions;
Collecting, evaluating and interpreting varied information and data, either in statistical or narrative form;
Interpreting and applying laws, codes, ordinances, regulations, policies, and procedures;
Preparing clear, concise and complete reports and other written materials;
Maintaining accurate records and files;
Coordinating multiple projects and meeting critical deadlines;
Exercising sound independent judgment within established guidelines;
Establishing and maintaining effective working relationships with those contacted in the course of the work; and
Planning, directing, and reviewing the work of support staff on a project or day-to-day basis.
The Examination:
Applicants who qualify in terms of relevant work experience and education, that best fit the needs of the City, will be invited to participate in the examination process. The examination process will include a written examination weighted 100%. However, the City reserves the right to utilize alternative testing methods if deemed necessary. Candidates must receive a minimum passing score of 70%, as determined by the relative performance of all candidates in all portions of the examination. In the event of identical ratings, candidates' names will be arranged in order of application date/time, and, if the same, then arranged alphabetically.
