Reporting to the Manager, Strategic Planning & Workforce Development, as a Workforce Consultant you will identify, develop, implement, coordinate and review a range of workforce and organizational development solutions, initiatives, programs and projects in order to inform business strategy and workforce planning; to address and/or resolve emerging workforce issues, identify opportunities for improvement, build organizational capability and facilitate the achievement of the division’s current and future business objectives. In this role, you will do things such as develop training materials, support transformation projects with change management and training solutions, and help guide management with strategies to propel employees in their development.
Major Responsibilities:
Develops and implements business solutions to support divisional/sectional organizational development efforts, including organizational assessments, change management, communications, workforce planning, employee engagement, workforce and leadership development, business process improvement, and organizational redesign.
Develops and implements execution plans associated with the section/division strategic plan which includes plan development, communication, documentation, delivery, tracking, monitoring and improvements.
Develops and implements processes to strategize with stakeholders in the development, planning and forecasting of workforce complement and competency needs for current, short and long term business needs.Designs, develops, collects and analyzes evaluation data and needs assessment data to create workforce business solutions and/or update appropriate training programs on an ongoing basis.
Monitors learning gaps, trends and leading practices to inform talent management decision making and strategy development.
Identifies development needs and trends in the organization, recommends and implements a variety of programs and initiatives.
Build strong partnership and consulting relationship with divisional/sectional management groups to understand business strategy, development needs, deliver services to address human capital needs to achieve continuous improvements.
Develops and maintains contact with other organization development professionals and is familiar with current theory and practice in the field.
Undertakes research and analysis and makes recommendations relating to workforce and organizational strategies, systems and initiatives.
Provides strategic direction on the analysis of workforce issues, short and long term planning and the development of related policies and procedures.
Leads assigned projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.
Measure the effectiveness of business solutions to address the workforce issues
Develops and implements a process to strategize with stakeholders in the development, planning and forecasting of workforce complement and competency needs for current, short and long term business needs.
Ensures that corporate policy and division principles are reflected in workforce business solution.
Recommends, designs, re-engineers and facilitates policies, procedures and processes regarding program specific requirements and to support high quality service, continuous improvement and service equity.
Ensures the systematic and timely gathering, aggregation and analysis of labour marketintelligence on a diverse range of workforce requirements for current and future implications to serve as a basis for resource strategy options and plans.
Provides leadership in the effective use of consulting concepts, models, analytic frameworks, technologies and tools.
Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.

Travels to various locations as required to conduct Toronto Water business.
Key Qualifications:
Post-secondary education in Adult Learning, Organizational Development, a discipline pertinent to the position combined with relevant professional experience and affiliations, or equivalent combination of education and experience.
Considerable experience in consulting, coaching and leading change initiatives with a variety of audiences as well as providing expertise and consultation on training and development, workforce development, workforce acquisition and/or organizational re-design.
Experience in preparing comprehensive reports and developing presentation materials on various topics, utilizing a variety of software such as Microsoft Office Suite and/or eLearning development tools such as Articulate Storyline.
Experience of applying Adult Learning Principles in the development of business learning solutions and applying learning models such as ADDIE.
Experience in project management skills with the ability to initiate, coordinate and deliver high quality project outcomes on schedule, coupled with demonstrated knowledge of change management principles.
Experience analyzing and reviewing data, research, business operations, business processes, and making recommendations to improve the efficiency and effectiveness of current work methods and technology tools.
Advanced consultation and advisory skills with the ability to work at all levels of the organization in assessing organizational needs and developing and implementing effective programs and strategies
Excellent business writing skills, conflict management skills, critical thinking, judgement and political expertise to facilitate consensus and persuade/negotiate with a variety of stakeholders
Excellent organizational skills, the ability to meet tight deadlines and adjust work priorities in response to competing demands.
Ability to exercise judgment and discretion when dealing with matters of a confidential or sensitive nature.
General knowledge of legislation and policies affecting the human resources development of a diverse workforce in a unionized environment.
Demonstrated competencies that include highly developed human relations, communications, negotiation, analytical and conflict resolution skills.
Ability to work collaboratively in a team environment and also independently with minimal guidance.
