Procurement Manager/SCA Manager
Responsibilities:
Lead a team of individuals with responsibility for all aspects of procurements including cost, schedule, and performance parameters.
Review procurement support documentation in accordance with the company’s Contractor Purchasing System Review (CPSR) approved procurement system and insuring acquisition determinations are in the best interest of the government and KBR
Responsible for staff compliance and coaches for improvements or corrective actions, as needed
Ensure procurement processes support developed Compliance goals
Ensures standardization and consistency of processes and documents
Assumes an active role in administration and management of procurement actions
Engage and support change management including improvements in procurement compliance and subcontracting processes
Manage activities to support special circumstances such new business proposals and phase-in activities for new prime contract awards
Lead advance acquisition planning for large or complex procurements
Maintain a working knowledge of KBR’s procurement, policies
Review and interprets metric data; anticipates unfavorable events through analysis of data and prepares control strategies
Performance Management to include hiring, firing, promotion, and compensation authority within own organization, in accordance with company procedures and up line management review and approval
Responsible for the development of a team, succession planning, coaching, training, and guidance when needed
Positively supports and communicates changes in procedures, concepts, practices, and approaches
Advocates transformation and change management
Professionally represents the organization during interfaces with all levels of internal and external stakeholders
Be the initial escalation point when customers do not feel they are receiving satisfactory service
Actively engages in regular management meetings; makes recommendations for and facilitates efficiencies and changes
Supports special projects as assigned
All new hiring managers are required to work in the office full time.
Requirements:
Bachelor’s Degree in Supply Chain Management, Business Administration, or related, and a minimum of 10 years procurement experience required; or an additional 8 years of procurement experience in lieu of degree.
Minimum 8 years subcontract/procurement experience in support of U.S. Government requirements to include a working knowledge of FAR/DFARs. 5 years proven leadership experience leading, and developing high performing teams.
Sr. Subcontracts Administrator
Responsibilities:
Execute highly complex subcontracts. Experience with TINA subcontracts and supplier management is necessary.
Responsible for daily operation requirements and workflow of numerous government and commercial subcontracts.
Develop and prepare solicitation documents (Request for Proposal, Request for Quote, and Invitational Bid)
Review subcontract activities at pre-solicitation and award phase for risk and compliance assessment.
Negotiate price, contract specifications, delivery dates, incentives and other terms and conditions.
Implement FAR, DFAR requirements as related to procurement.
Prepare documentation summary and cost/price analysis.
Prepare source selection statements and other required file documentation.
Protect the company’s interest and ensure compliance with company policies, legal and regulatory requirements.
Review and administer subcontracts to ensure satisfactory progress and compliance with terms and conditions of the subcontract, and to identify problems that threaten contractor performance; collect end-user feedback and identify areas requiring improvements or corrective action; recommend actions when subcontractor is not in compliance with subcontract clauses and provisions, or issue corrective action plan as required
Manages modifications and change orders in support of customer demands and all other aspects of day-to-day subcontract administration
Participate in bid and proposal activities to include but not limited to data calls, and cost proposals and pricing activities, including price negotiation, in conjunction with multiple departments
Analyze and independently resolve or coordinate resolution of technical and administrative problems involving subcontracts.
Regular interaction with finance, accounting, business development and senior management.
Requirements:
Bachelor's degree is preferred; preferably in business, finance, or a related field with a minimum of 5 - 8 years of experience in subcontracts administration working for a federal contractor or equivalent work experience.
Must have good understanding of FAR regulations and how they relate to subcontract management as well as experience managing various types of subcontracts including IDIQ, CPAF, CPFF, T&M, and FFP.
Work Location: Fulton, MD.
New hires will have an initial work schedule of Monday-Friday onsite at our KBR offices to complete required training plans for this position. Upon successful completion of the KBR training plan, the team hybrid work schedule of 3 onsite days (M-W-F) and 2 Work from Home will be transitioned. New hire training is anticipated to require 30-60-90 days for successful completion, as applicable by individual staff role.Periodic onsite training days will also occur, may require a temporary adjustment to the team hybrid work schedule.

Buyer
Responsibilities:
Prepare bid packages, issue solicitations, conduct bidder conferences, analyze, and evaluate proposals, negotiate contractual requirements, administer purchase orders, manage supplier performance, and ensure timely invoice payments.
Drive risk mitigation activities
Ensure compliance with company policies, legal, and regulatory requirements.
Support internal customer requirements.
Assists with any supplier related issues.
Requirements:
Bachelor’s degree in supply chain management, business administration or related discipline from an accredited college or university.
2 + years relevant experience. In lieu of education requirements, candidates with 6 years relevant experience will be considered.
