  Summary This position is located at Fort Drum. This announcement may be used to fill additional vacancies throughout the program. Management has the right to assign staff to locations as mission requires. This position is eligible for the NAF benefits package and leave accrual. Responsibilities Serves as a CYS Services Supervisory Program Specialist with responsibility for supervising a minimum of 8 ratios of children 0 - 5 in a Child Development Center (Ages 0-5) or 6 ratios of children/youth in a School-Age Program or Youth Center IAW. Works in-ratio 50% of the time providing breaks for assigned staff, modeling appropriate behavior, and providing program oversight and accountability during all hours of program operation. Assists Director with requests for recruitments utilizing Army CYS Standard Position Descriptions. Supervises and evaluates employees based on established performance standards as required. Ensures timely submission of personnel actions. Prepares work schedules to meet ratio and group size requirements. Monitors and analyzes adult/participant ratio sheets to ensure proper staffing. Ensures children/youth are appropriately supervised at all times. Acts as Director in Director's absence up to 20% of the time. May work in additional CYS facilities for the purposes of providing management oversight for evening or weekend openings. Other duties as assigned. Requirements Conditions of Employment Qualifications 1. Successful completion of a 4-year college or university degree with a major course of study which directly relates to the appropriate CYS field consistent with: - For positions in Child Development (CDC/SAS) Facilities: The education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education or other fields appropriate to the position to be filled such as related behavioral science. Note: general Psychology/Sociology course work is not qualifying. - For positions in Youth Facilities: The education must have been in youth development, youth administration, physical education, elementary education, secondary education, special education or other fields appropriate to the position to be filled such as related behavioral science. 2. In addition to the basic requirements stated above the following is required: - Experience working as a Lead Child and Youth Program Assistant, Lead Child and Youth Program Technician, Child and Youth Site Leader or as a successful graduate of an Army CYS Services/Land Grant University Intern Program or similar program. - Ability to select, train, and supervise direct in-ratio staff. - Ability to develop and implement child and youth facility-based programs. - The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions. - Must possess comprehensive oral and communications skills and analytical writing skills, and the ability to present ideas and proposals to a variety of audiences. OR 1. A combination of education and experience - courses equivalent to a major in a subject matter field (24 semester hours) appropriate to the position (see above), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study described above. 2. In addition to the basic requirements stated above the following is required: - 12 months of directly related work experience as a Lead Child and Youth Program Assistant, Lead Child and Youth Program Technician, Child and Youth Site Leader or as a successful graduate of an Army CYS Services/Land Grant University Intern Program or similar program. - Ability to develop and implement CYS facility-based programs. - The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions. - Must possess comprehensive oral and communications skills and analytical writing skills, and the ability to present ideas and proposals to a variety of audiences. Education Proof of education is required at the time of application, if applicable Additional Information Area of Consideration The AREA OF CONSIDERATION for this vacancy announcement is worldwide. However, applicants that do not reside in the local commuting area (defined as a 100-mile radius) of Fort Drum, NY MUST be willing to relocate to the area AT THEIR OWN EXPENSE no later than 15 days after receipt of a Firm Job Offer. Allowances, Incentives and PCS Costs: Allowances, differentials, or incentives may be paid. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government's interest. The Employer will pay Sunday premium pay regular pay band employees at the rate of 25% of the employee's basic rate of pay for all hours of a non-overtime tour of duty when any part of the scheduled tour is performed on Sunday (including periods of leave and holidays). Other: The Fort Drum CYS Division now offers a childcare discount for CYS employees; 50% discount for first child and 15% for each child after. As an added employee incentive, the Department of Defense (DoD) granted approval to extend temporary limited commissary privileges (excluding the purchase of tobacco or alcohol products) to CYS employees. Pay-Band (NF or CY) Allowances and Differentials: Night differential has NOT been authorized by the Garrison Commander for Non-Bargaining NF positions and will not be paid to any Non-Bargaining NF employees. Pay band employees in pay levels NF-3 and above, including Off-Duty Military in those pay levels, and all Child & Youth employees, are entitled to receive non-foreign area allowances and differentials in the same amounts and under the same eligibility criteria prescribed for Appropriated Funds employees in the same locality. Other: Additional referrals may be made from this vacancy announcement for up to 90 days after the closing date.
