Visit www.atf.gov Responsibilities This position is located under the Office of Professional, Responsibility and Security Operations (OPRSO), Personnel Security Division (PSD), Intake & Operations Branch, located in Washington, District of Columbia. The primary purpose of this position is to serve as the Chief, Intake and Operations Branch located in the Personnel Security Division (PSD), Office of Professional Responsibility and Security Operations (OPRSO). Since 1998, ATF has held the unique status of maintaining delegated authority, issued by the Office of Personnel Management (OPM), to conduct background investigations utilizing the service of contract investigators. PSD is responsible for the implementation and oversight of ATF's Personnel Security Programs. There by it assesses the reliability, loyalty, suitability, and trustworthiness of those persons requesting access or continued access to ATF information and information technology systems and unescorted access to ATF facilities. As a Supervisory Personnel Security Specialist (Chief, Intake and Operations Branch), GS-0080-14, your typical work assignments may include: Plans and directs studies and surveys to evaluate personnel security programs and services to ensure effectiveness and efficiency of operations. Provides technical expertise in the development of briefing papers, directives, and operating procedures; and expertise in planning and developing security programs. Implements internal control measures to ensure resources are safeguarded against waste, loss, and unauthorized use. Manages major administrative division operations this includes preparing contracts, invoices and payment processing, memorandums of understanding for the Bureau's contract investigators. Directs development of A TF personnel security policies and procedures that improves the overall effectiveness and efficiency of the Bureau's Personnel Security Programs. Responsibilities will increase and assignments will become more complex as your training and experience progresses. Requirements Conditions of Employment The time-in-grade requirement must be met by the closing date of this announcement. The qualification requirements listed below must be met by the closing date of the announcement. This is a non-bargaining unit position. MOBILITY PLAN: New employees hired pursuant to this vacancy announcement must sign a mobility agreement. The purpose of ATF's mobility policy is to enhance career development and progression, and achieve mission and business effectiveness. To accomplish these objectives, the mobility plan will facilitate the movement of employees through special short-term assignments or permanent reassignments throughout the Bureau. Applicants who decline to sign a mobility agreement, as required, will be removed from the hiring process. Key Requirements: Must be a U.S. Citizen or National. Suitable for Federal employment determined by background investigation. Must be registered or exempt from the Selective Service. Qualifications To qualify for GS-14, candidates must also have at least one year of specialized experience equivalent to the next lower grade level GS-13. Specialized experience is demonstrated experience, which has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Experience must be in the normal line of progression or must be related to the work of the position advertised and must be reflected in resume. Specialized experience is: Oversee and/or lead a team of Personnel Security professionals; AND Extensive knowledge of rules, regulations, and policies that govern federal investigative, adjudicative, and suitability processes; AND Develop and implement personnel security policies and procedures based on Federal laws and regulations; AND Plan, manage, and evaluate programs and personnel.
