  The Manager, Subcontracts will lead a team of procurement specialists responsible for sourcing, negotiating, awarding, and managing various subcontract types and material procurements. In this role, you will perform as the Supply Chain lead for supplier evaluations and be responsible for managing and reporting the program level procurements utilizing various business systems and will work closely with the Supply Chain counterparts in procurement and subcontract administration on program procurement actions.

  This position can be worked remotely.

  Primary Responsibilities:

  Review and approve Enterprise Purchase Order & Agreement Documentation records for compliance.

  Lead and support DCAA audits for subcontractor and material Purchase Orders.

  Create RFP’s and administer subcontractors with T&M, Labor Hour, FFP, and Cost-Plus contract types.

  Create, update, and maintain Subcontract Management Plan.

  Facilitate and create ideas for the subcontractors to meet program schedule while maintaining low risk

  Manage and track monthly subcontractor performance for both work scheduled and budgeted

  Compiles and provides monthly Estimates At Completion (EAC) to Program Finance.

  Supports supplier identification/engagement early in the pursuit of new business.

  Manages supplier performance to cost, delivery/schedule, quality, technical and programmatic/contractual requirements.

  Interfaces with Integrated Product Teams to understand technical challenges and provide solution options for "buy" technologies.

  Compiles technical, quality, delivery and contractual requirements and prepares issues requests for quote/proposal.

  Ensures that company, prime contract, category/product/service specific requirements are properly communicated to suppliers.

  Participates in gate reviews and capture / proposal efforts.

  Analyzes supplier quotes/proposals, utilizes source selection techniques (best value, total cost of ownership, etc.), performs cost/price analyses, establishes negotiation objectives/strategies, supports negotiations, and identifies supplier risks/opportunities.

  People management responsibility to include performance, development, and engagement

  Work with Contracts and Legal to create Prime Contract Flowthrough Briefing documentation to be incorporated into subcontractor’s subcontracts Terms and Conditions.

  Follows through requirements including government regulations (such as FAR/DFAR), public law and Raytheon policies and procedures.

  Qualifications/Experience Required:

  Typically requires University Degree and minimum 8 years prior relevant experience or an Advanced Degree in a related field and minimum 5 years of experience or in absence of a degree, 12 years of relevant experience

  Must have prior procurement experience with subcontracts

  Must have prior experience and knowledge in FAR and DFAR

  Must have prior experience managing and leading people

  The ability to obtain and maintain a U.S. government issued security clearance is required

  U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

  Preferred Experience

  Prior SAP PRISM/APEX / Business Warehouse experience

  Familiarity with Teaming agreements, Bidders Agreements, and NDAs

  Experience working in the DoD Aerospace & Defense industry.

  The salary range for this role is 77,000 USD - 163,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

  This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
