About Security Specialist

  Summary As a Security Specialist, you will manage the Region's Physical and Protective Security and assists with Emergency Management programs in accordance with applicable laws regulations, policies, and requirements; and industry standards and methodologies. This is not a remote position. The selectee will be required to be physically present at one of the following duty locations: 1 vacancy in Phoenix, AZ 1 vacancy in Billings, MT, or Bismarck, ND, or Watertown, SD Responsibilities As a Security Specialist you will: Manage WAPA's security program within the region assigned and other regions as needed due to site assistance visits, on-call responsibilities and support for disasters and contingencies. Formulate and execute the program in accordance with the OSEM WAPA-wide security and emergency management operations. Serve as the Regional Subject Matter Expert (SME) for all security programs and emergency management program advisor. Responsible for programmatic compliance with OSEM identified North American Electric Reliability Corporation (NERC) Critical Infrastructure Protection (CIP) standards, federal, state, and local requirements, Departmental and WAPA orders and standards. Implement proficient, industry accepted risk management methodologies to critical and noncritical assets to managing physical asset protection and emergency management programs and, conducts risk analysis activities for the Region and WAPA as required by the Office of Management and Budget Circular A-71. Support WAPA's emergency management program in accordance with NSPD-51 and other federal requirements. Direct and counsel regional elements on WAPA-wide physical and protective security and emergency management solutions, programs, policy, and compliance. Conduct and participate in the NERC CIP Compliance Implementation Program. Lead or oversee the development and execution of NERC CIP compliance strategies at the assigned region. Requirements Conditions of Employment Must be a U.S. Citizen or National. This employer participates in the e-Verify program. Males born after 12/31/1959 must be registered for Selective Service. Suitable for Federal employment, as determined by a background investigation. May be required to successfully complete a probationary period. This position is designated as Emergency Essential. The incumbent must be able to obtain and maintain the required DOE/WAPA certification to serve as a Contracting Officer Representative (COR). Upon reporting, and annually thereafter, the selectee may be required to file one or more financial statements and/or a procurement integrity certification. These certifications may be subject to public disclosure. If you are tentatively selected for this position, you will be required to have a physical examination at Federal expense that will determine whether you are qualified to perform the duties of the position. An offer of employment will depend upon your successfully passing the physical examination. You must test negative for illegal drugs before placement in the position, and will be subject to random drug testing thereafter. If a determination of the use of illegal drugs is confirmed, non-selection or disciplinary action, up to and including removal from Federal service, may result. The employee is expected to be in an on-call status on a rotational basis. While in an on-call status, the employee is required to carry an electronic paging device and will remain within one-half hour travel time of their primary place of residence and will sustain themselves in an able- to respond and perform work condition. You will be required to wear Personal Protective Equipment (PPE). The incumbent must pursue a professional security certification through a program approved by WAPA. Programs include, but are not limited to, the following: American Society for Industrial Security (ASIS): Certified Protection Professional or Physical Security Professional Security Professional Educational Development (SPeD) from the Center of Development of Security Excellence: Physical Security Certification Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-11] in the Federal service. Specialized experience for this position is defined as: Operating, maintaining, and modifying physical and personnel security programs and systems, providing support to the security officer during implementation of new security initiatives; AND Provide direction, guidance, advice, and assistance to a large organization and field sites concerning security programs. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Education There are no specific education requirements or substitution of education for experience for this position. This position may be eligible for creditable service towards annual leave. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. DOE may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
