You will serve as a SAFETY AND HEALTH OCCUPATIONAL SPECIALIST in the Ground Safety Branch of MARINE CORPS BASE CAMP BUTLER . Responsibilities You will plan, schedule, coordinate, and conduct safety program evaluations of assigned safety programs. You will plan, schedule, coordinate and conduct scheduled inspections of tenant facilities, activities, buildings and contracting sites/areas aboard designated camps. You will report inspection results detailing problems, violations, and areas of concern along with specific recommendations of techniques, methods, procedures or equipment for abatement. You will serve as an installation-level program manager for required safety programs mandated by Occupational Safety and Health Administration (OSHA), Department of Defense and/or host nation standards. You will ensure all Safety and Occupational Health (SOH) requirements mandated by law or regulation are implemented, monitored, and evaluated. You will manage SOH programs as assigned, ensuring all documentation is properly recorded, filed, and archived. You will provide support for planning and operations, regulatory compliance, develop standard operating procedures (SOP), review contractual and construction sites, equipment maintenance, and electronic and computer systems usage. You will coordinate, conduct, and administer Mishap, near-miss and SOH complaint investigations, hazard evaluations, consultation assistance, and unsafe/unhealthful working conditions complaints. You will review Deliberate Risk Assessment Worksheets (DRAW) to ensure risk has been appropriately identified and mitigated to an acceptable level for various operational and recreational activities. You will develop lesson plans and support materials, and coordinates/conducts safety briefings and training for personnel living, working and recreating on the installation. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning, developing and administering ground safety and occupational health programs to include safety operations investigation, program effectiveness and hazardous material storage and handling. This position requires the incumbent to meet all the training requirements unless waived by the hiring manager for a GS-0018-11/Journeyman Safety Specialist as outlined in NAVEDTRA 10076B which includes the following or equivalent courses: Occupational Health and Industrial Hygiene Hazardous Materials Electrical Safety Occupational Safety and Health Standards for General and Construction Industries Mishap Investigation Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Individual Occupational Requirements: Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. or Specialized Experience (for positions above GS-5): Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. or Certificates Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5.
