Responsibilities Provides expert operational oversight and technical expertise in support of acquisition, contracting storage, transportation, and distribution of petroleum products to auditable standards for (con't) the U.S. European Command (USEUCOM) and U.S. Africa Command (USAFRICOM) area of operations (AOR). Manages all wholesale fuel operational and planning matters involving U.S. petroleum products and U.S. occupied petroleum storage facilities with USEUCOM and USAFRICOM AOR. Undertakes strategic planning for regional storage and resupply requirements. Assesses service component fuel demands and oversees ocean-going tanker and refinery contract resupply of Defense Fuel support Pointes (DFSPs), NATO Depots and five pipeline systems, (con't) including the United Kingdom Government Pipeline Systems (GPSS), the Central European Pipeline System (CEPS), the Northern Italian Pipeline System (NIPS), the Spanish Pipeline System (SPL) and the Turkish NATO Pipeline System (TNPS). Negotiates operational and planning issues with multiple Ministries of Defense and advises on any agreements pertaining to the GPSS, CEPS, NIPS, and TNPS. Inputs inventory and receipt data into regional Reporting Emergency Petroleum, Oils and Lubricants (REPOL) web applications. Coordinates on the receipt and distribution of bulk petroleum products. Recommends concept of support and ensures external customers are aware of DLA Energy policies and capabilities. Requirements Conditions of Employment Qualifications To qualify for an Operations Management Specialist your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Analyzing, evaluating, and conducting objective critical assessments of operations, administrative programs, and services in order to ensure that projects in development and existing projects are effective and in conformance with the overall goals and objectives of the organization. Providing strategic advice and consultation to leadership on the development, implementation, and evaluation of changes and improvements to existing operations, systems, and procedures. Utilizing wartime and emergency bulk petroleum logistics doctrines. Monitoring organization and planning systems, policies, procedures, and regulations as applied to DLA Energy. Facilitating commercial petroleum industry and military petroleum distribution systems utilized in the OCONUS and specifically DLA Energy Europe & Africa.
