POSITION SUMMARY:
The Management Analyst will independently provide support services to satisfy the overall operational objectives of the Office of the Director, Office of Management Assessment. The primary objective is to provide services and deliverables through performance of management analysis and support services.
TASKS. The contractor shall:
Provide management analysis support to NIH-wide programs managed by the NIH OMA Division of Compliance Management (DCM) staff.
Work with NIH Policy Directives Staff on research and analysis of data to improve the NIH Policy Manual system.
Work with NIH Delegations of Authority staff on research and analysis of data to improve the NIH Delegation database system.
Work on special projects that involve management analysis, research, and written recommendations.
Collect, analyze, and organize relevant qualitative and statistical evaluation information and program information to prepare clear and effective reports.
Organize meetings and conferences; coordinate audio/visual requirements; coordinate teleconferencing; confirm speakers/presentations; prepare and disseminate agendas and handouts and other required documents.
Handle and resolve complex and/or unusual problems and emergency situations.
Provide technical experience needed to analyze, develop, and implement organizational policies and practices.
REQUIREMENTS. The contractor must have:
Bachelor's degree in business or related field.
A minimum of five years of experience managing projects and/or as a management analyst.
Experience with analysis of Delegations of Authority systems and policy manuals, especially NIH systems, is highly desired.
Experience understanding, summarizing, and comparing new information to existing policy.
Expertise in Microsoft Office Suite (MS Word, Excel, Outlook, PowerPoint) and databases and data management tools, as well as SharePoint, Adobe, Teams, and WebEx.
Strong communication skills, both oral and written.
Excellent analytical, organizational and time management skills.
Ability to multi-task and pay close attention to detail.
