JOB SUMMARY:These are professional positions with the City of Frederick, Maryland, responsible for a variety of development review functions, including but not limited to the technical review of community master plans, major subdivisions and site plans;the collection, analysis, and reporting of data and trends related to various urban issues affecting the City; and outreach and education for residents, development review professionals, and decision makers on issues related to planning anddevelopment review in the City.Regular hours for this position are Monday through Friday from 8:00 a.m. until 5 p.m. and required to attend publicmeetings after normal working hours.
PLANNER I$34.67 - $38.14ESSENTIAL DUTIES AND RESPONSIBILITIES:Assigned to a specific functional area of the department depending on the need of the department at the time of hiring. These functional areas include: Current, Comprehensive, Housing, Historic Preservation, andTransportation Planning.Gathers and analyzes data on a wide selection of topics to be used in staff reports and presentation to the various commission and the Mayor and Board of Aldermen.Assists the public by providing information orally and in writing to City agencies, property owners, developers, community organizations and the general public.Acts as the Project Manager for simple applications for subdivisions, site plans, variances and administrative approval cases.Conducts research studies and formulates recommendations by selecting, collecting, recording, tabulating, organizing and analyzing technical physical, economic, social and statistical data to assist in planning policies,plan for future developments, and determine the environmental impacts of proposed projects.Provides technical support through reports and public presentations to decision making bodies such as the Mayor and Board of Aldermen, Planning Commission, Zoning Board of Appeals, Historic PreservationCommission and other agencies.Reviews building permits and improvement plans to ensure compliance with approved development plans.Ability and willingness to work evenings for scheduled meetings and special meetings as needed.Performs other duties as assigned.

REQUIRED EDUCATION AND/OR EXPERIENCE:Bachelors degree in a related field.
REQUIRED CERTIFICATES AND/OR LICENSES:Vehicle Operators license with satisfactory driving record that meets insurability standards of the Citys insurance carrier is required. The employee must maintain the license for the duration of their employment.REQUIRED SKILLS ( ommunication/Language; Mathematical; Computer; etc.):Knowledge of basic computer software is required.Self-motivated, capable of takinginitiative.Ability to research issues, analyze data, write and communicate clearly, and present oral reports effectively at public meetings.Ability to interact with the general public and to respond to inquiries regarding City planning issues andregulations, by phone, walk-ins, and via email.
