Haweo is seeking a forward-thinking Estimator/CTC Developer to join ourteam in support of our Army Materiel Command (AMC)/United States ArmyEnvironmental Command (USAEC) contract, supporting tasks in the areas ofcost to complete estimates, financial management, business processimprovement, internal control management, and audit response andremediation relating to Environmental Disposal Liabilities (EDL)audit readiness initiatives. The potential candidate should haveexperience in supporting both financial management and DoD auditreadiness initiatives, and/or EDL related fields. The candidate willplay a critical role in supporting installations to write Cost toComplete (CTC) estimates. The candidate must be able to work in afast-paced environment and adapt to challenging and changing situationsquickly while being able to facilitate the completion of multiple tasksand assignments.
This Position is 100% Remote Telework. Applicant will be expected toaccommodate core hours as delineated by the Project Manager. Occasionaltravel may be required to conduct training.
What will you do?
Assist the client with end-to-end Environmental DisposalLiabilities (EDL) audit readiness initiatives.Work with installation POCs to gather documentation used to supportthe development of clean up packages.Ability to interpret feasibility studies, decision documents,contracts, and other supporting documentation.Write annual Cleanup Cost-to-Complete (CTC) EDL estimates acrossthe US Army Materiel Command (AMC), US Army Reserve Command (USARC),and Base Realignment and Closure (BRAC). This will include iterativerevisions and responding to comments from QC review, Peer Review,and Supervisory Review.Apply fundamental audit principles to concepts, processes,practices, and procedures of Environmental Disposal Liabilities.Assist with Environmental Disposal Liabilities financial reportingdata calls and year over year variance analysis.Assist with comparative analysis and justification of fiscal yearrequirements and the environmental cost estimates to assist withaccuracy and integrity of budget justifications and other variousenvironmental data submissions.Update relevant standard operating procedures (SOP) as appropriate.Apply expertise on multiple complex work assignments.Operate with appreciable latitude in developing methodology andpresenting solutions to problems.Contribute to deliverables and performance metrics where applicable.Knowledge of or ability to learn cost estimating software.Compensation Minimum: $91,000
Compensation Maximum: $120,000

Required Minimum Qualifications:
2 years experience with environmental cleanup and CTC estimates or 2years of experience with either federal financial management or DoDaudit readiness.
Environmental Disposal Liabilities experience strongly preferred.

in Environmental OR Business/Financial/Accounting fields.
Experience may be substituted for education.
Professional services experience and/or experience supporting publicsector clients in a client-facing role.

Preferred Qualifications:

in any form of Environmental Science/Related field OR HazardousMaterials Cleanup/Disposal.
Operational understanding/environmental and disposal liabilitiesexperience is preferred.
Experience with DoD financial statement audit, internal control testingor analysis, and coordinating with external auditors.
Knowledge of Army financial management policies, systems, andprocedures.
Knowledge of the Comprehensive Environmental Resource, Compensation andLiability Act (CERCLA), the Resource Conservation and Recovery Act(RCRA), and other environmental policy.
Specialized certification to include CPA, CGFM, CDFM, or otherequivalent.
