Job Description

This position is responsible for providing training and technical assistance to school districts, colleges and universities in the organization, staffing, fiscal control, safety procedures and maintenance and operational services involved in facilities management programs to assure more effective and efficient control of physical plant services.

This position is responsible for planning, developing, and implementing comprehensive maintenance and operational training programs, assisting with maintenance surveys, and consulting with local educational agencies on other related topics. This specialist also compiles and maintains documentation of technical advancements, state-of-the-art innovations and research improvements in facilities management, maintenance, and operations.

This position is expected to perform these duties with minimal to no direct supervision.

Duties and Responsibilities

Customer Service

Provide consultation and training to public school districts, colleges, and universities, upon request, for technical assistance and applicable laws, rules and regulations relating to plant management. Recommend improved policies, practices, and procedures for organizational structure, staffing needs, personnel qualifications, fiscal control, budget preparation procedures, safety procedures, and maintenance operations procedures. Provide written reports and oral presentations as needed.

Training

Plan and develop comprehensive training programs for major maintenance functions, including preventive maintenance, safety, and facilities management. Identify needs; survey market/industry for availability of materials and personnel; prepare instructional materials for areas of need addressed by commercial programs; communicate availability of expanded instructional programs to educational agencies; surveys and assist agencies in identifying critical training needs; provide instruction and/or facilitate training by commercial personnel.

Duties

Participate in the planning, organizing and implementation of facilities management surveys to evaluate plant management and operations programs.

Work with public school districts, colleges, and universities (plant management administration, finance, safety, personnel, maintenance, and operations) and coordinate travel arrangements. Plan on-site visits and schedule to assure maximum efficiency; help direct activities on site, facilitate coordination of recommendations among various teams, and participate in preparation of comprehensive reports of existing conditions and recommendations for improvement.

Participate in department staff meetings, designated facility evaluations, and professional development activities. Cross-train and be familiar with the programs and activities of the professional staff in the training sub-section.

Expand/revise manual as needed to assure compliance with applicable laws and regulations and to incorporate technological changes and procedural improvements for proper maintenance and operations of educational plants.

Collect and compile statewide budget expenditures, data for maintenance and operations; including maintenance and operations costs and energy costs; disseminate information to educational agencies.

Additional Expectations

To fulfill these responsibilities, the person in this position must be knowledgeable in laws, rules, policies, and procedures applicable to plant management and maintenance and must continually upgrade one’s expertise by review of recent developments and management programs. The incumbent must be able to collect and analyze data and must possess considerable expertise in management on maintenance related programs, and verbal and written communications.

Employee must be productive under tight timeframes, balance multiple and competing priorities and maintain goal-oriented behavior and performance sometimes under stressful conditions.

Employee must interact courteously with others.

Employee’s performance and behavior must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the unit.

Attendance is an essential function of this position.

Who We’re Looking For

The ideal incumbent is someone who has a working knowledge and understanding of state rules and regulations regarding personnel management. Someone who excels in working under tight timeframes with competing deadlines. Organizational skills and ability to multitask are key to being able to successfully complete the duties and responsibilities of this position. Since this position travels and presents at conferences as well as provides training on a needed basis, the perspective applicant needs to be able to travel and is comfortable presenting to people and training new staff. Looking for someone who is interested in additional training opportunities to build their knowledge and skills in the field.

Knowledge, Skills, and Abilities

Ability to prepare and maintain a variety of training records

Ability to create completed training reports

Ability to understand and apply Florida Statutes and FDOE rules and policies as it pertains to Educational Facilities

Knowledge of Florida Educational Facilities inventory data bases (FISH, EFIS)

Ability to research innovative data pertaining to facilities management, maintenance and operations

Ability to solve problems

Ability to communicate effectively verbally and in writing

Ability to plan, organize and coordinate work assignments

Ability to establish and maintain effective working relationships with others

Knowledge of Microsoft Office software, including Outlook, Word, PowerPoint, and Excel

Minimum Qualifications

Minimum 2 years of training individuals on OSHA standards, policies and procedures

Extensive experience with training a large group of individuals

Ability to travel up to three weeks each month

Proficient public speaking abilities

Preferred Qualifications

Preferences will be given to applicants who are authorized OSHA trainers, have a minimum of 5 years of general industry safety experience, and/or hold an OSHA Forklift, CSP, or CIH certification.

Competent Forklift Trainer including counterbalanced rider forklift, motorized Pallet Jack, and narrow aisle lift trucks.

4 years of direct work experienceORa bachelor’s degree from an accredited college or University in Occupational Safety and Health.

LEAVE INFORMATION:
