Johns Hopkins Public Safety is seeking a dynamic leader for the position of Director of Training .
The JHPS Director of Training will lead and oversee the planning, directing, and maintaining of the JHPS Training Programs to support both sworn police and campus police and security. The position will be responsible for providing direction, development, and delivery of all training programs and provide leadership and logistical support to the public safety instructor staff. The position oversees training for the Johns Hopkins Public Safety enterprise, including The Johns Hopkins University, The Johns Hopkins Hospital, The Johns Hopkins Bayview Medical Center, The Johns Hopkins Outpatient Center as well as the Johns Hopkins School of Medicine, Johns Hopkins Bloomberg School of Public Health, the Johns Hopkins School of Nursing and other Johns Hopkins enterprise affiliates. Provides direct supervision of the Johns Hopkins Public Safety Training Center and, a dynamic group of permanent and adjunct, specially trained instructors tasked with instructional design and delivery of enterprise-wide risk reduction processes, crime prevention practices and public safety workforce development strategies to more than 1300 uniformed employees.
Specific Duties & Responsibilities
Work requires the ability to lead and direct multiple projects and functions, including the activities of direct-report personnel as assigned.
Manage the Johns Hopkins Public Safety Learning Management Systems, including the approval and credentialing of new and updated lesson plans, learning modules and instructional programs.
Ensure the accuracy, maintenance and control of training and certification records and mandated guidelines to include but not limited to Maryland Police Correctional Training and Commissions; Code of Maryland Annotated Regulations (COMAR), state and local regulations.
Identify departmental training needs and establish the Department's training goals and objectives.
Works with Administrative Coordinator and Trainers to facilitate the scheduling, documenting and enrolling Public Safety personnel as well as affiliates in training course and other learning opportunities.
Prepare required forms to report new appointments of law enforcement officers to Maryland Police Training Commission and verify no training deficiencies exist, or what requirements must be satisfied for employment.
Assist firearms staff with the planning, scheduling, and record keeping for periodic firearms qualifications.
Manages basic, advanced and specialized training coordinated by Public Safety Training personnel. Assist instructors in developing their lesson plans.
Ensures maintenance of and controls use of public safety training facilities and equipment.
Ensures appropriate usage of office equipment, and effective control of sensitive and privileged information, programs and correspondence.
Keeps abreast of all recent court decisions and new laws and adapts the training curriculum as needed.
Maintains liaison with executive and senior managers, regulatory bodies and allied criminal justice, public safety and security agencies and police planning organizations to remain current with progressive approaches to public safety operations.
Manages staff and has responsibility for performance management and results of the assigned area. Approves overtime for areas of responsibility.
Revise standard operating procedures, plans and/or methods to account for the implementation of updated training and technical guidance.
Provide liaison and representative to public safety directors, JHU and JHM stakeholder communities, working groups, and committees in developing policy, procedural and training solutions to improve public safety.
Reports data and summary analysis on employee compliance the effectiveness of training programs, delivery models and outcomes.
Maintains a thorough knowledge of applicable statutory certification requirements, rules, and regulations.
Identifies security, police and special police licensing mandates, including monitoring for updated legislative requirements and judicial interpretations requiring updated training.
Performs other related duties as required by the supervisor.
Minimum Qualifications
Bachelor’s Degree in Business Administration, Criminal Justice, or related field.
Requires 10 years’ experience in training, and daily oversight of staff, students, or volunteers. A minimum of five years progressively responsible, full-time managerial and administrative experience in law enforcement, university or healthcare security, or any combination of education and experience.
Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
Preferred Qualifications
Master’s Degree in Criminal Justice, Law Enforcement Administration, Security Management, Educational Development or related field.
Professional certification through, IAHSS or ASIS.
Experience in a campus security or law enforcement agency servicing a university and/or medicine campus.
Experience as a certified Maryland Police & Correctional Training Commission General Instructor.
