  S ummary

  The Assistant Director of Commissioning has some authority for the decision - making, staffing, and budget for their functional area of responsibility, subject to approval regarding the most significant business and policy issues by departmental management and/or Senior Management.

  Decision-making authority over their functional area of responsibility is within well-defined, somewhat diversified procedures and precedents.

  The Assistant Director provides high -level analysis, makes recommendations for policy and procedural changes with final approval from departmental management and/or Senior Management, and supports the implementation of such changes. May provide input into overall strategy and approach in consultation with departmental management and/or CD Delivery Senior Management.

  Responsibilities

  Oversees medium - sized commissioning team.

  Assists team in evaluating facilities, signal and telecommunication systems, and/or infrastructure systems.

  Ca rries out the commissioning process and project performance requirements identified during the early stages of a project's lifecycle, along with the verification/documentation of those requirements through final design and construction.

  Escalates non-conformance issues to project leaders.

  Education and Experience

  Bachelor ' s degree in Engineering, Architecture, Construction or Project Management, Facilities Management, Transportation, or a related field.

  Must have a minimum of eight (8) years of related experience

  Minimum four (4) years in a management or supervisory role and/or project manager role in a large, multi-faceted organization.

  Competencies:

  Excellent communication and interpersonal skills.

  Experience in project management/commissioning of projects with highly complex systems preferred.

  Proven ability to collaborate with a broad range of stakeholders and drive outcomes.

  Demonstrated ability to work in a high - profile, high - pressure environment effectively.

  Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.

  Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.

  Must possess excellent team - building , listening, problem - solving, and prioritization skills.

  Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the " Commission " ).
