POSITION DESCRIPTION: Develop, coordinate and maintain the District’s Tentative Five-Year Work Program in conjunction with the Work Program Coordinator. Monitor funding sources to maintain balanced levels which are compatible with the Work Program Instructions as formulated by Central Office and recommend necessary revisions due to changes in both state and federal funds. Perform multiyear Work Program analysis and regular performance reporting to ensure that programs are balanced with Schedule A allocations and Schedule B targets. Update status on projects included in the Adopted Five Year Work Program.

Plans, analyzes, balances, coordinates and authorizes federally funded projects within the District's Work Program in accordance with the appropriate Federal Transportation Act, section 339.135, F.S., the Work Program Instructions.

Monitor prior and current year projects to ensure consistency between budget and funds. Responsible for closing and balancing projects at the direction of the Work Program Coordinator. Review and analyze programs on a regular basis through the production accomplishment report (PAR), the target analysis report, oops (missing fund, program number, status) report, the cost allocation report, MADDOG (Financial Management system search) and other departmental reports.

Create, maintain and periodically update desk procedures for the Work Program area. Provide process guidelines and training to project managers to ensure information on funding requests is accurate. Maintain liaison with various District and Central Office staff to ensure completeness and elimination of duplication in the Work Program.

Provide the technical assistance needed to other District personnel on Work Program issues. Provide information and coordination needed when required. Evaluate the impact of the District Work Program and its effect on production efforts in the District.

Monitor and balances all fiscal year-end activities in conjunction with other Work Program staff. Prepare required reports for fiscal year-end close out activities including but not limited to roll forward, manual roll forward and budget realignment.

Prepare and maintain various management reports and graphs based on data contained in the Work Program to include charts, tables, PowerPoint presentations, etc.

Maintains current information on pending amendments to the Executive Office of the Governor by updating the District Work Program office log of pending amendments. Act as the key contact for pending amendments when requests are received, and additional documentation is needed. Performs bi-weekly reviews of amendments and the revisions report, notifying the Work Program Administrator of any amendments that have not been submitted by the District within amendment processing time allowance and which amendments have been submitted to Central Office that are beyond the expected timeline for approval. Updates District Work Program office files with amendment documentation.

Obtains federal authorization for all phases of projects and monitor status of costs estimates, supplemental agreements, and various federal billing reports as required to ensure problems are identified and corrections are promptly made. Monitors Work Program to ensure appropriate federal funds are assigned to eligible projects and all phases of work are correctly programmed prior to initiating authorization requests.

Researches and analyzes federally funded projects for cost overruns in excess of project agreements, projects inactive for six months or more, and monitor the Financial Integrity Review Evaluation (FIRE) report and all other applicable reports to ensure all eligible costs are promptly billed. Ensures excess federal obligations on ongoing and completed projects are promptly obligated for use on other projects.

Monitors the State Transportation Improvement Plan (STIP) and the Metropolitan/Transportation Planning Organization's (MPO/TPO) Transportation Improvement Plan (TIP) to ensure information is accurate and ready for federal project authorization. Coordinates the processing of TIP and STIP amendments with MPO/TPO liaisons as needed.

Monitors projects in or near the final voucher process maintaining Ready Final Voucher files ensuring required documentation is compiled and submitted to the Central Federal Aid Programs Office. Ensures all questions from Office of the Comptroller (OOC) are promptly resolved and documentation received for projects in the final voucher process.

Ensures federally funded projects are scheduled in accordance with the assumptions in the Annual Federal Obligation Plan and the Advanced Construction (AC) Plan as assigned by the Federal Aid Coordinator. Monitors the planned versus actual status of federally funded projects to report to management and make adjustments as needed.

Monitors the use of federal funds attributable to urban areas as required to ensure that the mandatory obligation authority percentages are met in accordance with the appropriate Federal Transportation Act.

Works with the District Work Program Coordinator, OOC, and the Central Federal Aid Programs Office in drafting process and procedures documents relating to obligating, monitoring, and closing federally funded projects. Prepares District procedures as assigned.

Acts as the secondary liaison with the District Emergency Coordination Officer, the Central Federal Aid Programs Office, the OOC and District staff during emergencies and natural disasters to ensure projects in the Federal Emergency Relief Program are promptly and properly programmed in the Financial Management System. Ensures the required federal paperwork is prepared and timely submitted and complete any other actions required to obtain maximum federal participation on emergency projects.

Trains appropriate District personnel, in conjunction with the District Federal Aid Coordinator, in preparing project authorization documents, requirements for qualifying projects for federal participation, and requirements for final vouchering a federally funded project. Authorizes Federal Earmarks and other special federal project projects and monitor status through completion and closing.

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge, skills and abilities, including utilization of equipment, required for the position: Knowledge of the Five-Year Transportation processes, budget processes and production management processes. Knowledge of the Department's budgeting, financial and fiscal procedures. Knowledge of state and federal programs as they relate to work program. Knowledge of the Department's Financial Management (FM) System. Working knowledge of budget. Knowledge of basic mathematics. Knowledge of the principles and techniques of effective communication. Knowledge of problem-solving techniques. Knowledge of Work Program programming conventions and applicable federal and state laws, rules, regulations, and guidelines relating to qualifying projects for federal funding. Knowledge of the Department's Work Program Instructions and reporting functions. Knowledge of FHWA policy and procedures. Knowledge of federal billing reports. Knowledge of and skilled in the use of computer software such as Microsoft Word, Excel and PowerPoint and Excel. Skilled in using computers and communicating by e-mail. Skilled in monitoring the status of cost estimates and supplemental agreements to use as problem solving tools. Ability to understand how the financial processes of work program, budget and comptroller relate to each other. Ability to perform mathematical calculations; Ability to interpret and apply rules, laws, and policies to day-to-day work. Ability to analyze data issues, develop reports and problem solve with minimal supervision. Ability to multi-task. Ability to communicate effectively both verbally and in writing. Ability to analyze and evaluate data related to transportation. Ability to prepare correspondence and reports. Ability to utilize problem solving techniques. Ability to determine work priorities, assign work, and ensure proper completion of work assignments. Ability to communicate effectively. Ability to establish and maintain effective working relationships with others. Ability to work independently.

OTHER JOB RELATED REQUIREMENTS: This position is an emergency responder position and will be required to respond before during and following emergency situations.

MINIMUM QUALIFICATIONS: A Bachelor’s degree from an accredited college or university and two years of relevant employment experience. Post­graduate education from an accredited college or university may be substituted for employment experience on a year-per-year basis. Relevant experience, such as Engineering, Contract Administration or Development, Finance, Economics, Public Administration, Business Administration, Urban Planning, policy analysis, financial modeling, accounting, statistics, transportation financial analysis or work program development can substitute on a year-for-year basis for the required college education.

A Competitive Area Differential (CAD) additive in the amount of $1,976.00 will be added to the annual salary.
