JOB REQUIREMENTS: Job Description POSITION PURPOSE: The purpose of thisposition is to perform staff engineering tasks for water distributionprojects under the direction of the Chief Engineer for the City ofRacine Water Utility. Essential Duties ESSENTIAL DUTIES: Serves as adesign engineer in directing the activities of technicians in preparingplans and specifications for water distribution projects. Serves as afield engineer in directing the activities of technicians engaged insurvey and field work in support of the design and construction of waterdistribution projects. Serves as a project engineer in administeringvarious water distribution contracts. Processes pay requests and changeorders. Coordinates work with other utilities, local and state agencies,and engineering firms. Acts of point of contact for questions andconcerns from the public. Develops engineering drawings and relatedengineering calculations. Reviews technical reports and engineeringstudies. Participates in engineering studies. Assists with theprocurement and disbursement of state and/or federal drinking waterloans. Maintains knowledge of current civil engineering principles andpractices. Investigates complaint problems, performs studies andprepares reports of findings with recommended solutions. QualificationsMINIMUM QUALIFICATIONS: Bachelor of Science degree from an accreditedcollege or university in Civil Engineering. Valid state-issued motorvehicle operator\'s license required. KNOWLEDGE, SKILLS AND ABILITIES:Knowledge of the principals and practices of Civil Engineering asapplied to the materials, methods and practices of municipal publicworks construction is preferred. Working knowledge of AutoCad andMicrosoft Office. Language and Interpersonal Communication. Ability todecide the time, place and sequence of operations within anorganizational framework, as well as the ability to oversee theirexecution. Ability to analyze and categorize data and information usingestablished criteria, in order to determine consequences and to identifyand select alternatives. Ability to persuade, convince, and/or trainothers, including the ability to act in a lead worker capacity. Abilityto advise and interpret how to apply policies, procedures and standardsto specific situations. Ability to utilize a variety of advisory anddesign data and information such as engineering studies, technicalreports, product specifications, diagrams and schematics, flow charts,purchase orders, computer software and hardware operating manuals,engineering manuals and textbooks.
