About Visual Information Specialist

Summary The Office of Strategic Communications is the trusted voice of the ODNI. We are transforming the way the ODNI engages with the public, the media, and the workforce while investing in our employees. This position gives you the chance to do what all of those movie producers and writers wish they could - tell the Intelligence Community story from the inside. We are seeking creative, dynamic and forward thinking communicators to develop and deliver our story to a wide range of audiences. Responsibilities Plan and coordinate highly complex multimedia projects; define project goals, scope, and requirements (i.e., audience, deadline, final product format, delivery methods) for all phases of planning and production; lead team projects and interpret customer requirements and project complexity to determine required team and technical resources needed for timely, accurate product delivery. Researches, acquires, edits and produces commercial broadcast-quality video and audio informational materials for use on web and traditional media platforms. Identifies and selects newsworthy events. Produces radio, television and documentary scripts, narrations, public service announcements, and spot announcements. Prepares sets to include the positioning of lights, cameras, sound, properties and personnel, and ensures special audio and video effects are used effectively. Edits final video products shot in sequence and/or out-of-sequence to ensure continuity, effectiveness of action and dialogue or narrative, using industry standard digital editing and graphic design software. Plan and initiate content and lead production coordination activities with the project team to include the development of new concepts and unique specialty content, such as 3D animation, special visual effects, narration and sound effects, original video, audio or video editing, dynamic maps, graphics, databases, and illustrations. Plan and develop original content by researching and analyzing multimedia methodology and subject matter to develop original concepts, creating project storyboards and work plans, researching, and acquiring necessary releases, licenses, and approvals, and providing direction and guidance to project team members. Design and produce complex, highly sophisticated interactive multimedia products by designing and authoring complex interface and navigation and creating detailed artwork, such as illustrations, interactive charts, photographs, interactive maps, 3D animations, and special effects. Plan and conduct quality control activities to include testing integrated content on various platforms and networks to ensure viewing, interactivity, and audio/video quality and reviewing content with customers and other stakeholders (e.g., editors, scientists, analysts, graphic designers) to ensure accuracy, completeness, and correct classification and controls or declassification. Communicate with customers to determine their requirements and strategies and coordinate with customers to plan projects; work closely with customers and planners, assess work order parameters on complex projects, collect information, discuss production schedules, provide necessary services, and resolve procedural and production problems that may arise. Requirements Conditions of Employment Must be a current permanent ODNI employee. OR Must be a current permanent Federal employee Must have supervisory approval to apply to the Joint Duty Assignment. Must be currently at the grade level of the detail. No Temporary Promotion Opportunity The program does not apply to members of the Military service or contractors. Qualifications Bachelor's degree or Master's degree in broadcast journalism, multimedia production, or Radio, Television, and Film (RTVF) with eight years of demonstrated experience, or twelve years demonstrated experience, acquiring, editing, and producing commercial broadcast quality video and audio informational material for use on multiple platforms including web and traditional media platforms using industry standard digital editing and graphic design software with emphasis in Adobe Creative Suite 6 Production Premium software and Final Cut Pro. Demonstrated experience may include any combination of post-secondary education including accredited college, technical training, military training, and practical experience. Demonstrated oral, writing, and editing skills with the ability to produce concise video and other multimedia products that clearly and logically convey complex information and ideas. Demonstrated experience writing radio, television and documentary scripts, narrations, public service announcements, and spot announcements. Demonstrated experience writing and editing using the Associated Press Style Guide. Extensive knowledge of software and production methodology for video, print, 3D animation, and modeling, web, dynamic map or graphic, and/or multimedia programming/authoring. Extensive knowledge of program (web or authored) design methodology and techniques. Demonstrated ability to utilize innovative and creative problem solving and analytical thinking skills to develop, organize, clarify, and enhance alternative approaches to the most sophisticated multimedia requirements. Demonstrated ability to create high-end navigation design and project implementation that meets customers' requirements. Demonstrated ability to work effectively and efficiently within a diverse, creative, and often fast-paced project team environment and to efficiently manage time, technical, and administrative resources. Strong interpersonal skills demonstrated by the ability to interact effectively with customers, senior management, technical staff, and project team members; ability to coach and mentor others; thorough knowledge and understanding of organization mission and structure. Demonstrated ability managing competing priorities under strict deadlines while maintaining a high level of attention to detail, demonstrated ability to work effectively with senior leaders in a high profile and demanding office. Salary Determination: A current Federal Government employee, selected for a detail, will be assigned to the position at their current grade and salary.
