  Summary

  This position serves as the VP Project Executive for the Reconstruction of New York Penn Station, reporting directly to the Deputy Chief Development Officer, Delivery. The project is a joint effort of Amtrak, MTA, and NJ TRANSIT, which is currently in the preliminary design p hase. MTA holds the consultant contract for Preliminary Design and manages the contract on behalf of all three agencies, with decisions made by consensus. The VP Project Executive will lead the project through all subsequent stages of design, procurement , and construction on MTA’s behalf, continuing to work collaboratively with the project partners.

  The VP Project Executive has broad accountability for project performance and will represent the project at the highest levels within MTA and with elected officials and stakeholders. The VP Project Executive will work with senior staff to the executive leadership of MTA C&D and MTA on issues of funding, project governance, collaboration with the project partners , and public outreach to advance the project in a timely manner . In support of this role, the project team will include a deputy for this position and a project management c onsultant to handle the day-to-day management of the project and provide advice on technical issues.

  Responsibilities

  Collaborate with partner agencies under project governance agreements that are already in effect and still to be negotiated.

  Manage MTA efforts in accordance with the roles and responsibilities outlined in project governance agreements with the partner agencies.

  Foresee project threats and critical issues and develop and implement mitigations.

  Recommend solutions to agency executive management for the resolution of critical issues.

  Participate productively in reaching agreements on project governance, project delivery method, and distribution of roles and responsibilities among the partner agencies.

  Create a collaborative work environment for all project participants.

  Motivate project personnel and create an entrepreneurial environment that respects individual difference s and enable s all employees to develop and contribute to their full potential.

  Align with top leadership across MTA, NYC , and NY State.

  Meet project goals and objectives.

  Ensure program activities follow established requirements and adhere to relevant standards, guidelines, codes, regulations, policies , and procedures as appropriate.

  Ensure that safety and quality are fully integrated into all program activities.

  Manage consultant contracts and evaluate and improve consultant performance as needed.

  Mentor project leadership and staff by evaluating their performance and providing guidance on improvement as needed.

  Review and approve invoices and other charges based on established procedures.

  Manage comprehensive document control and retention according to MTA procedures or as modified in accordance with agreements between the partner agencies.

  Manage and monitor progress against agency and project goals.

  Manage agency and consultant staff selection, training, development, evaluation , and discipline/termination as needed.

  Education and Experience

  Bachelor’s degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field.

  Must have a minimum of sixteen (16) years of related experience .

  Must have a minimum of ten (10) years in a management or supervisory role and/or program/project manager role in a large, multi-faceted organization.

  Licensed Professional Engineer or Registered Architect desirable.

  PMP and CCM Certifications are preferred.

  Significant experience in project management for major construction projects or highly complex systems is preferred.

  Substantial experience leading and managing contractors, subcontractors, or vendors.

  Excellent communication and interpersonal skills.

  Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal organizational levels .

  Demonstrated ability to work in a high-profile, high-pressure environment effectively.

  Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.

  Must be a proven leader as a change agent and creative/innovative thinker to align business goals with solutions to drive process improvements.

  Must possess excellent team - building , listening, problem-solving, and prioritization skills.

  Alternative Delivery experience preferred.

  Other Information

  Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
