Job Summary
We are seeking a consummate leader and decision maker to guide our high performing underwriting team for our pharmacy (PBM) line of business. This team is responsible for underwriting accounts in compliance with HCSC's goals and objectives and federal and state legislation, resulting in the sale and renewal of group business.
Job Responsibilities:
Manages an underwriting team that underwrites accounts in compliance with HCSC's goals and objectives, resulting in the sale and retention of group accounts.Plays a key role in developing, negotiating, and settling the financial aspects of performance guarantees (if applicable) and oversees separate pricing and arrangements for each of the network areas provided by participating BCBS Plans.Manages proposal and renewal volumes and adjust workloads to meet changing priorities and seasonal work. Identifies and assigns participants for committees, projects, and work groups.Acts as a consultant for financial meetings with external customers, brokers and consultants. Formulates strategies and presents renewals, proposals, and other financial strategies to select prospective and current accounts and their consulting houses.Delivers formal presentations (internal and external) and is able to communicate the content effectively.Directs, leads, and participates in special projects, workgroups, task forces, and committees. Serves as a technical resource for the Underwriting Division.Monitors changes in market and underwriting environment and develops and implements changes to policy.Collaborates with marketing to analyze and obtain knowledge of the market environment and adjusting strategies to improve marketplace presence.Represent HCSC as a consultant/subject matter expert for financial meetings with external clients. Formulate strategies and present renewals, proposals, and other financial strategies to designated prospect and current accounts, consultants, and brokers.Participates directly with Marketing, Legal, and senior management in the design, negotiation, and implementation of accounts: specific performance guarantees, provider discount arrangements, and special financial arrangements.Identifies and anticipates customer needs, which includes designing and implementing systems, processes and services to meet or exceed customer expectations.Applies Audit Controls when completing settlements, ratings, etc.Develops, recommends and implements process improvements and solutions to process problems. Develops business cases (including ROI) and prepares plans for training, testing, implementation, and tracking.Responsible for staff adherence to established controls and identifying additional control needs. Review, approve, and implement responses to Divisional audit findings. Implement changes assigned by higher management.Provides effective coaching and mentoring to their team. Develops employees through coaching, feedback, one-on-one mentorship and training. Address team-specific issues with an eye towards impact to other teams and functions.Facilitates training and development for Marketing staff. Promotes and fosters development and improvement.Proactively provides input for UW policies and procedures, training needs, and other UW protocolManages change initiatives that impact the staff and/or other stakeholders.Establishes and maintains positive relationships with Marketing, Actuarial, IL, Legal and other internal partners to achieve effective communication and collaboration.Provides cross team/cross functional support for Underwriting.Serves as a backup to the Sr. Director/Executive Director when neededManages resource needs and expenses to approved budget.Responsible for establishing and collaborating with their assigned team in establishing goals, monitoring results, and creating and holding people accountable.Assists in system design and manages process changes and improvements. Identify problems, assess success of system implementations, and recommends system changes and process improvements.Manages and oversees the daily activities of the underwriting staff.Provides hiring/selection, performance management, goals and action plans, communication, motivation.Provides development to, and serves as a technical resource for the entire Underwriting Department.Provide orientation and underwriting education to internal Sales and Marketing staff. Promotes and fosters staff development and improvement.Ensuring internal/external tools for predicting risk are appropriately utilized/applied.Support Underwriting holistically, providing guidance, oversight and production support as needed across teams. Coordinate efforts and ideas across teams to ensure consistency and effectiveness.Provide ongoing support/guidance to areas performing services on-behalf of UnderwritingServes as SME: Funding arrangements, pricing approaches, reporting, data collection and understanding, process and workflow, specialty issuesMaintain tracking spreadsheets and ad hoc tools to support Underwriting needs
Required Job Qualifications:
Bachelors' Degree and five (5) years' experience underwriting small and/or large accounts and dealing directly with key customers, consultants and/or brokers OR six (6) years of experience underwriting small and/or large accounts and dealing directly with key customers, consultants and brokers.Three (3) years of underwriting of higher complexity cases, if responsibility includes one or more of the following segments: large/major/national/and or special accounts OR Demonstrated capability to meet required job responsibilities.Successfully demonstrated skills and experience in underwriting and pricing of various funding options and products and making sound decisions.Operational knowledge of renewal and prospective group health underwriting processes and procedures.Knowledge of underwriting methodologies including mathematical and financial group health underwriting funding.Extensive experience applying consortium procedure and pricing (if applicable).Extensive experience and knowledge of managed care/health care, group insurance products and group health underwriting financial arrangements and knowledge of state and federal legislation to underwriting practices and making sound decisions.Work management skills in prioritizing and assigning work and project assignments.Demonstrated highly effective presentation skills for addressing customers and senior management.Demonstrate skills for developing presentations, building and maintaining positive relationships internally and externally, interacting with representatives of large and strategic accounts, coordinating initiatives across departments, interacting with senior management, lead staff.Project management skills and experience, including designing and leading projects.Verbal and written communication skills, including correct grammar, appropriate word choice, precisions, structure, and appropriate tone and level of detail for audience.Interact with BCBSA and member plans.Interpret and describe BCBS products and financial arrangements as well as those provided by competitors. Successfully demonstrated interpersonal skills in establishing and maintaining positive business relationships.Independent judgment and problem resolution skills.Work and project management skills including the ability to multi-task, prioritize, and manage time and workload to meet deadlines.PC proficiency to include Word and Excel.Successfully demonstrated skills and experience in presenting to external clients.Process management and process improvement experience and skills to identify and implement process changes.
Preferred Job Qualifications:
Knowledge of the Blue System and ability to price pharmacy business.Knowledge of PBM, Pharmacy underwriting.
