About Tribal Relations Specialist

  Summary This position is located at State and Private Forestry and Tribal Relations Director in Washington, DC. The incumbent serves as a Tribal Relations Program Analyst and a point of contact for a variety of issues relating to Indian Tribes and Alaska Native Corporation interests in the activities of the agency. Advises the Forest Leadership Team in the coordination, implementation, monitoring, and evaluation of the Forest’s tribal relationships and consultations. Prepares briefing documents, summaries of tribal relations and consultation activities, and summaries of specific tribal concerns. Evaluates sensitive issues and recommends steps to solve issues. Assists management with dispute resolution with tribes. Prepares and complies reporting information, tracks interagency coordination on activities that benefit Tribes, tracks/monitors Tribal Action Plan accomplishments, and advises leadership on Tribal relations and consultation outcomes. Attends tribal meetings and events. Develops and provides training and guidance about Native American cultures, general structure of tribal governments; and Native American consultation requirements. Coordinates activities and programs regarding program delivery needs for the tribe(s). Advises the Forest Supervisor(s) and staffs of any procedural impediments that negatively impact the ability of the agency and its employees to effectively work with tribal governments. Specialized Experience Requirement: For the GS-09: You must have one-year specialized experience equivalent to the GS-07 in the Federal Service. Specialized Experience is defined as majority of the following: Examples of specialized experience are: Providing advice, counsel and technical assistance to staff about tribal relations; coordinating efforts to communicate information about tribal programs; OR organizing and conducting public meetings, workshops, field trips or other forums designed to foster communication and cooperation with tribal governments or other tribal organizations or agencies. For the GS-11: You must have one-year specialized experience equivalent to the GS-09 in the Federal Service. Specialized Experience is defined as majority of the following: Examples of specialized experience are: Assisting in establishing and maintaining organizational relationships with Native American tribes; and/or Preparing documents such as briefings, summaries of tribal relations and consultation activities, and/or specific tribal concerns. For the GS-12: You must have one-year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as majority of the following: Examples of specialized experience are: Coordinates activities and programs regarding program delivery needs for the tribes, advise other staff who deal directly with tribe(s), on appropriate interaction with Tribal Representatives, to ensure the government-to-government relationship is respected and adhered to, provide group and one-on-one training on the Tribal Relations Program, establish and communicate guidelines and performance requirements to employees including conducting formal performance reviews and identifying developmental and training needs of employees, and perform administrative and human resources management functions for the unit such as providing advice, counsel or instruction on both administrative and work matters. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed. This information must be provided for each permanent, temporary or seasonal appointment/work assignment or volunteer work and should be clearly documented as a separate block of time. Incomplete, inaccurate or conflicting work history may not be credited for qualifications purposes. This can result in an applicant not being considered for the position. Education There is no substitution of education for specialized experience for this position. Additional Information The USDA Forest Service has legislative authority to recruit and fill Permanent (Career/Career-Conditional), Temporary, and Term Appointments under the USDA Demonstration Project. Under this authority, any U.S. citizen may apply. Career Transition Assistance Plan (CTAP), Reemployment Priority List (RPL), or Interagency Career Transition Assistance Plan (ICTAP): To exercise selection priority for this vacancy, CTAP/RPL/ICTAP candidates must meet the basic eligibility requirements and all selective factors. CTAP/ICTAP eligibles must meet the agency's definition for a quality candidate as provided in the How You Will Be Evaluated section of this announcement to be considered. This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements. This is a non-bargaining unit position.
