About Transportation Specialist (Regulations)

  Summary This position is located in Washington, DC, at the headquarters of the U.S. Department of Transportation (DOT), Pipeline and Hazardous Materials Safety Administration (PHMSA), in the Office of Hazardous Materials Safety (OHMS), International Program. OHMS is responsible for administering a national safety program to protect against the risks inherent in the transportation of hazardous materials. Responsibilities As a Transportation Specialist (Regulations), you will: Serve as an advisor to the United States’ representative at international forums involving the development of standards governing the international transportation of hazardous materials. Draft proposed positions on a wide variety of both technical and policy matters under consideration. Develop, evaluate, advocate, and assist in the promulgation of domestic regulations implementing international standards and provide expert information to the public concerning international and foreign hazardous materials standards by all modes of transportation. Actively participate in public meetings to inform the interested public of the activities of international organizations governing the transport of hazardous materials. Maintain liaison with other Operating Administrations, Federal agencies, and regulated entities to insure adequate input from such interested parties in the development of these standards and regulations. Develop, evaluate, and assist in the promulgation of regulations implementing international standards to ensure safety and fulfill obligation of the United States under international agreements, while at the same time facilitating international transportation of hazardous materials. Plan, coordinate, and complete projects related to global safety and trade facilitation efforts. The Ideal Candidate is an individual who possesses strong technical writing skills and demonstrates professional and persuasive oral communication skills. This position will provide the selected individual with the opportunity to lead or work within teams on multiple projects, research international and domestic regulatory issues, make recommendations to leadership, represent PHMSA at conferences and meetings, and affect the safe and secure transportation of hazardous materials. CONDITIONS OF EMPLOYMENT: SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service. GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only. PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection and a service agreement may be required. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. If participating in the telework program, you will be required to sign a telework agreement detailing agency telework policy requirements, working conditions, and expectations for the position. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience identifying, analyzing, and developing safety standards governing transportation or management of hazardous materials. Experience leading groups, forums, or public meetings to engage the public on activities related to transportation policy or management of hazardous materials. Experience developing and evaluating regulations, implementing international standards to facilitate international transportation and ensure fulfillment with safety obligations of the United States. Experience providing guidance to stake holders and Government agencies relative to international standards and foreign regulations that may affect export shipments of hazardous materials in order to facilitate such shipments to the maximum extent practicable. Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Strategic Thinking (*) - Formulates effective strategies consistent with the business and competitive strategy of the organization in a global economy. Examines policy issues and strategic planning with a long-term perspective. Determines objectives and sets priorities; anticipates potential threats or opportunities. Written Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience. For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
