This position will support the DOT's initiatives to develop buildings to support and maintain Connecticut's transportation network.
THE ROLE
The Electrical Engineer position resides within the Electrical Engineering section of the unit. This position will p rovide in-house electrical system designs for both roadway and vertical construction/building systems and will perform the review of consultant prepared electrical system designs. This position requires considerable knowledge of contemporary techniques, concepts and procedures employed in the field of electrical engineering, as applied to the Department of Transportation.
This senior level engineering position will work on electrical engineering projects that range from roadway electrical systems and illumination to electrical systems for vertical construction, Information Management Systems, Energy Efficiency, and Electrical Vehicle Charging Systems.

WHO WE ARE
The Facilities Design Unit provides in-house and consultant engineering design and technical support services in the areas of Civil, Architectural, Structural, Mechanical and Electrical Engineering. The primary focus of Facilities Design is the renovation or new construction of highway maintenance and repair facilities, bus maintenance facilities, parking garages, salt sheds and both above ground and underground storage tanks, electric vehicle charging stations and alternative energy supplies.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Transportation and the Connecticut Airport Authority this class is accountable for acting as a working lead who assists a supervisor in supervising a designated group of employees and/or for performing the most complex engineering or related tasks in one or more aspects of engineering projects or studies in the areas of administration, bridge design, design, drainage, electrical, foundations, hydraulics, maintenance, operations, pavement management, regulation compliance, rehabilitation, research, traffic or utilities.
EXAMPLES OF DUTIES
As a Transportation Engineer 3 in Facilities Design, you may be assigned working lead responsibility for lower-level engineers and may perform advanced engineering work such as implementing programs, projects and activities for electrical engineering projects and supporting highway, bridge, and facilities projects.
Examples of Duties include:
Perform complex design work including preparation of plans, specifications, and estimates
Prepare agreements and contract documents
Manage project schedules and budgets
Act as liaison with municipalities, regional authorities, other State and federal agencies
Provide technical support to and coordinate with other DOT units
Oversee consultant engineers
Conduct research, analysis, and computations
Provide technical advice and recommendations
Prepare reports and manuals
Oversee inspections
Conduct field reviews
Respond to legislative requests and public inquiries
Represent Department at town and public meetings and in negotiations
Participate on committees
Provide engineering support during construction
Serve as expert witness in legal proceedings
Analyze problems and recommend effective solutions

KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of principles and practices involved in transportation engineering such as bridge design, foundations, highway design, transportation facilities design, transportation planning, maintenance, drainage or hydraulics, research, pavement design, pavement management and traffic; knowledge of administrative and financial controls with respect to transportation engineering plans, contracts, projects and reports; considerable knowledge of operational methodologies and established policies; considerable analytical, problem solving and technical report development skills; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to interpret and apply principles of information systems and technologies; ability to analyze plans and estimates; some supervisory ability.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
A Bachelor’s degree in Engineering and three (3) years of experience in transportation engineering.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been at the working level in a professional transportation engineering capacity. For state employees this is interpreted at the level of Transportation Engineer 2 (ENGINEERING).
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
Possession of Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the Bachelor's degree requirement.
Possession of Engineer-In-Training (EIT) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the Bachelor’s degree requirement.
A Master’s degree in engineering may be substituted for one (1) year of the General Experience.
Current incumbents in the class of Transportation Engineer 2 (ENGINEERING) who do not possess the degree or certification/licensure qualifications as detailed on this class specification may be considered for promotion to Transportation Engineer 3 (ENGINEERING) upon having three (3) years of experience in transportation engineering. One (1) of the three (3) years' must have been as a Transportation Engineer 2 (ENGINEERING).
PREFERRED QUALIFICATIONS
Possession of a degree or coursework in Electrical or Electronics Engineering, or a closely related field.
Experience with engineering design related to electrical supply, energy efficiency, roadway lighting systems, illumination on buildings and bridges, and building electrical systems.
Experience with DOT Project Delivery process.
Experience writing technical documents such as design specifications.
Experience providing high-level verbal and written communication and presenting complex information as a liaison with other operating units, regulatory agencies, officials, and the public.
Experience with the contract development process, and administrative and financial controls with plans, contracts, projects and reports.
Experience with Bluebeam, Compass, Microsoft Office 365, Microsoft Project, MicroStation, and OpenRoads.
Experience developing relationships with stakeholders.
Experience identifying problems, researching solutions, making decisions, and verifying the accuracy of the decisions.
Experience in Engineering, Maintenance or Construction Management Engineering.
Experience supervising, evaluating and developing improved performance of junior engineers.
Experience with relevant federal, state, agency and bureau codes, manuals, policies, and procedures.
Experience analyzing problems and recommending effective solutions for electrical engineering related issues.
Experience performing detailed analyses including reviewing, interpreting, and coordinating drawings with respect to current codes and analyses.
Experience working independently, being self-motivated and taking ownership of assignments.
SPECIAL REQUIREMENTS
Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
Incumbents may be required to travel.
WORKING CONDITIONS
Incumbents in this class may be exposed to some danger of injury or physical harm from highway or construction environments and a moderate degree of discomfort from exposure to year round weather conditions.
