Position Summary
This position is responsible for identifying and executing on opportunities to leverage digital capabilities to optimize PEC’s transmission operations and improve our transmission teams’ experience through thought leadership, vision, and support for cross-functional technology teams.
Essential Duties and Responsibilities
Lead and manage a cross-functional team of IT professionals, including solution architects, developers, and business analysts
Provide leadership, governance and strategy for transmission technology portfolio
Serve as the primary point of contact for business partners and stakeholders, representing the business within the IT team and the IT team within the business
Accountable for lifecycle management and overall performance of business technology solutions and products in the department(s) supported, including vendor oversight and management
Develop, monitor and analyze key performance metrics for all technology and digital services to monitor quality of service and identify opportunities for improvement and optimization
Collaborate with stakeholders and cross-functional teams to set objectives and key results focused on high value business outcomes
Conduct research and analysis to understand business constraints and customer/user needs, preferences, and behaviors to inform technology decisions
Engage with stakeholders to understand the most pressing business needs and opportunities, align stakeholders and teams around the highest value initiatives for funding and governance approval, and identify emerging business needs and industry trends and developments
Provide oversight and direction for all technology projects and initiatives from solution discovery through delivery and ongoing management
Review portfolio performance with stakeholders to assess results and adjust priorities, strategy, and investments
Identify and communicate key strategic outcomes and success measures
Ensure all technical solutions, projects, and initiatives are aligned to business objectives and company strategy with clearly defined outcomes
Promote and foster a culture of collaboration, innovation, co-creation, and team success
Track and optimize investments in digital capabilities to maximize business and business value
Manage cross-department dependencies and conflicts · Conduct regular reviews and audits to identify areas for improvement
Collaborate with external vendors to procure necessary technology and services, evaluate vendor performance, negotiate contracts, and ensure that vendor solutions integrate seamlessly with internal systems
Ensure solutions are cost effective and adhere to financial constraints
• Maintain the security of confidential information
• Stay abreast of advances in technology
• Demonstrate regular and prompt attendance
• Performs other related duties as necessary or assigned.

Knowledge, Skills and Abilities
Knowledge of ERCOT Protocols and Operating Guides
Knowledge of NERC Operating Policies and Reliability Standards
Knowledge of ERCOT market condition impacts on cooperative utility sector
Knowledge of using computer systems, which may include setting up and using hardware and software programs, entering data, configuration, or processing information
Knowledge of principles and processes for providing customer service
Knowledge of project management concepts, practices and procedures
Knowledge of a project management tool such as At Task and other complimentary tools
Skilled in handling multiple tasks, prioritizing and changing priorities
Skilled in identifying, analyzing and resolving problems
Skilled in time management
Skilled in prioritizing and managing changing priorities
Ability to anticipate, identify, analyze and resolve conflict and problems

Ability to translate business needs and work with technical and functional staff to select, design, develop, implement, and configure IT systems and digital capabilities
Minimum Qualifications - (Education, Experience, Certification, & Licensing)
Bachelor’s degree in a related field
Directly related experience may substitute for education
Seven years of directly related experience as an operational technology leader, and advanced knowledge of SCADA systems
Energy or utility industry and/or NERC / CIP experience preferred
Project Management Certification or equivalent (including Lean Six Sigma Certifications) preferred

Exempt employees receive a fixed bi-weekly salary to compensate them for all hours worked during each pay period
