About TRAINING TECHNICIAN

  Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a Training Technichian, Position Description Number T5741500 and is part of the 158th Mission Support Group Command of the Vermont Air National Guard. Responsibilities This position is located at an Air National Guard (ANG) Group Commander's Support Staff (CSS) unit. The primary purpose of the position is to evaluate and manage the training and education program on behalf of the ANG (e.g., Mission Support Group, Operations Group, Flying Training Group, Fighter Group, Bomb Group, Cyber Operations Group) and its subordinate units. The role of this Group Training Manager (GTM) is to function as the Group Commander's key staff member responsible for overall oversight and management of the training and educational program. MAJOR DUTIES: 1. Plans, organizes, leads and controls the Group and subordinate unit training program to ensure combat readiness. Reviews the training of all personnel and determines method to accomplish training to include Formal Training Schools, Career Development Course (CDC), Professional Military Education (PME), Air Force Testing and On the Job (OJT) programs. Evaluates training for unit members and tracks progress via automated training records system and other tools. Coordinates actions with UTMs, supervisors, and higher headquarters training functions at the Wing, NAF, and MAJCOM level, as appropriate. Advises the Group Commander on the execution of unit training and advises UTMs, supervisors or managers within units when actions may affect productivity or mission. Based on the distribution of skills, job proficiency, evaluations, technical evaluation, tests, etc., prepares training schedules and course outlines and determines the means by which such training can be attained; i.e., formal off base training, Field Training Detachments, Mobile Training Detachments, classroom, etc. where satisfactory arrangements cannot be made, seeks the assistance of Host Wing/Base Education and Training office or higher headquarters where no Wing/Base Education and Training Office exists. Through a planned training control program, ensures a balance of skills and skill levels within the Group's span of control. 30% 2. Serves as focal point for all Career Development Course (CDC) waivers, reenrollment requests and two-time CDC failures for the Group and subordinate units. Provides guidance and oversight on waivers from assigned units to include: 3, 5 and 7 Skill Level technical school waivers, Time-in-Training waivers, CDC waivers, CDC reenrollments as well as two time CDC failures. Acts as the liaison between the group, units and the Force Support Squadron for all reenrollment and waiver requests. Evaluates packages for completeness and ensures accuracy and compliance with Higher Headquarters directives and applicable laws. Ensures eligibility for reenrollment. Provides reenrollment recommendation to Host Wing/Based Education and Training OPR for approval/disapproval based on all requirements being met. Notifies the Force Development Flight in the event of a two time CDC failure. Provides guidance to Unit Training Manager in the assessment of options to be recommended to the Unit Commander. Reviews request for waiver of the two time CDC failure and provides recommendation to Wing Commander as the final waiver authority. Ensures the Wing Commander has accurate and complete information before any action is taken. Provides advice to subordinate unit personnel to ensure compliance with Group processes. 20% 3. Administers Education, Training and Distance Learning Programs. Manages the enlisted training programs for the Group and advises unit training managers with subordinate units. Researches, interprets, analyzes, and applies DoD, AF, and AFRC policies, instructions and guidance by establishing and implementing training plans, policies and procedures. Plans, develops, and promotes effective utilization of media resources (examples: multimedia and distance learning). Ensures application procedures for officer and enlisted residence Developmental Education (DE) are complete and in accordance with prescribing directives. Responsible for the management of military and civilian formal school programs. Administers the "Air Force Training Course" (AFTC). Responsible to train personnel to instruct the AFTC as required. Advises in the coordination of wartime training requirements; guides OPRs in incorporating training into Group and/or unit exercises as required. 15% 4. Responsible for overall management of OJT program for the Group and oversight of subordinate unit's OJT program. Conducts Staff Assistance Visits (SAV) and identifies root cause of deficiencies and recommends corrective actions for process improvements. Implements and manages training programs, policies and procedures as directed by Host Wing/Base Education and Training Office or higher headquarters where no Wing/Base Education and Training Office exists. Familiarize Group staff with training concepts, scope, methods and procedures. REFER TO PD FOR FULL LIST OF DUTIES/RESPONSIBILITIES Requirements Conditions of Employment Qualifications OPEN AREAS OF CONSIDERATION: AREA 1 Area I: Current On-board Title 5 or Title 32 Dual Status Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those current Vermont National Guard employees who are in a permanent or indefinite technician status as result of being competitively hired by the Vermont National Guard. * Veterans' Preference Rules are mandated by law and some applicants may receive priority consideration before other applicants without veterans' preference. GENERAL EXPERIENCE: All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Experiences, education, or training that demonstrated the ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise demonstrates the ability to perform or learn to perform the duties of the position. SPECIALIZED EXPERIENCE: May substitute educational-degree study program for specialized experience. Applicant must demonstrate the following specialized experiences and activities for each specified grade: Must have at least 12 months experience equivalent to the GS-07. Experiences that demonstrated the particular knowledge, skills, and abilities to successfully perform the duties of the position. Knowledge of Army or Air Force vision, values, organization, policy, and mission is mandatory. Knowledge in training centers, training programs, schools, and units for these systems. Have experiences in conducting and developing education and training programs. Also, experienced in conducting, supervising, or developing education or training programs. Knowledge in the Army or Air Force education and training policy requirements. Experienced in managing programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries. Knowledge is mandatory of audio-visual presentations, educational tests and measurements, and instructing techniques. Knowledge is mandatory of Army or Air Force education and training programs in regard to their principles, policies, and procedures. Experienced in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products. Must have effective writing skills; editing practices; instructional media applications, training reports, program and curriculum validation, and training implementation procedures. Experiences in training program management; scheduling training events and facilities; conducting assistance visits and training meetings; work center and individual job qualification standard development; education institution registration requirements; military personnel classification system and policies; communicative interpersonal skill applications; and distance learning concepts. Experienced and effective communicator. Abilities and experiences in presenting professional courses and briefings; and proficient capabilities in writing reports and records. Experiences as a participant and presenter during training and military or civilian conference events. Experiences in organizing and preparing instructional materials. Understands and applies formal training objectives. Able to develop course syllabi, training project outlines, and daily and weekly lesson plans. Experienced in preparing assignments, laboratory exercises, demonstrations, training aids, and references and related material required to parallel and supplement course outline. Experienced in the art of instructing personnel, such as determining the instructional methods for class size and subject matter. Capable of instructing students by lectures, discussions, demonstrations, group activities, and laboratory work. Experienced in using audiovisual aids such as, mockups, graphs, training films, and film strips. Experienced in training aids such as, achievement and aptitude tests and rating scales. Experienced in identifying and conducting individual learning difficulties diagnoses and recommends courses of remedial instruction. Understands and applies basic classroom preparations for effective instruction using controlling factors such as, temperature, ventilation, lighting, cleanliness, and arrangement of desks and equipment. Incumbent must possess a knowledge of and skill in applying fundamental military personnel policies, training principles, practices, methods, procedures, rules, guidelines, publications, etc., to understand respective programs and converse with managers. Advises management on implementation of standardized practices and principles for incorporating career development strategies into the workplace to remedy any barriers or problems adversely affecting employee career growth opportunities. Must have sufficient knowledge of the automated systems, personal computers, and software employed, in order to make reports (e.g., training needs survey), correspondence, and extract data. Must possess ability to analyze data/products to anticipate training needs for specific categories of positions that involve fairly well-defined and readily understood duties (e.g., administrative support and assistance), determine adequacy of training programs and/or deficiencies thereof. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CONDITION OF EMPLOYMENT & NOTES: - This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. Please be advised: 1.
