  WHERE YOU WILL WORK :

  The Department of Elder Affairs provides most direct services through its Division of Statewide Community-Based Services, which works through the state’s 11 Area Agencies on Aging and local service providers to deliver essential services to a vital segment of the population. The major focus of DOEA is to provide home and community-based services to seniors who are at risk of being placed into a long-term care facility because of their degree of frailty. Ultimately, the goal is to efficiently use resources to ensure that the greatest number of elders possible get to choose where they live while living healthy, active, and fulfilling lives in their communities.

  DUTIES AND RESPONSIBILITIES:

  This is a highly responsible position that conducts research, develops and delivers program training based on data and Program needs.

  Duties and Responsibilities include but are not limited to the following:

  Develops, implements, disseminates, and delivers standardized consistent statewide trainings based on review and monitoring results, CARES Program needs, and as directed by CARES Bureau Chief. Provides training in methods for performing tasks in an effective and efficient standardized manner.

  Develop plans for, implements, conducts, and provides comprehensive evaluation for analysis and research projects. Maintains supporting documentation of analysis and research projects.

  Develops and implements program monitoring methodologies, techniques, and plans; designs, implements, and monitors improvement and compliance measures in conjunction with appropriate staff.

  Ensures timely and accurate data collection, reporting, and follow-up with individuals in accordance with established CARES policies, procedures, and regulations as directed in the CARES Handbook or CARES Bureau Chief.

  Works with State and Federal agencies/department; Department of Health, Agency for Health Care Administration, Department of Children and Families, Centers for Medicaid and Medicare Services and others, as may be identified, to maintain full compliance with present and future reporting requirements. Collects, reviews, and disseminates monitoring data to partners as required and/or as assigned by CARES headquarters.

  Develops or assists with development of program policy, manuals and administrative rules as directed by the CARES Bureau Chief.

  Participates in workgroups/activities to enhance service delivery and community relations.

  Assists and collaborates with Regional Program Supervisors, CARES RN Consultant, and other headquarters staff as directed by CARES Bureau Chief.

  Maintains a high level of professional CARES knowledge, including an understanding of State and Federal rules and laws governing the activities performed by CARES. Improves/enhances professional knowledge, skills, and abilities through education courses, seminars, workshops, review of policies and procedures, etc.

  Participates in pilot/special projects, which involves collaborative efforts to improve assessment and delivery of services.

  Participates in disaster recovery efforts throughout the State of Florida.

  Performs other related duties as assigned.

  Attendance is an essential function of this position.

  KNOWLEDGE, SKILLS & ABILITIES REQUIRED:

  Ability to design, conduct and coordinate training. Knowledge of adult learning and training.

  Knowledge of rules and regulations, policies and procedures that impact CARES Program, the aging process and the effects of chronic illness, and the ability to apply knowledge.

  Ability to interpret, compile, organize, and analyze data and coordinate research. Knowledge of research and research design techniques.

  Ability to formulate policies and procedures.

  Ability to plan, organize and direct program activities.

  Possess strong written and oral communication skills, and uses correct grammar, punctuation, and spelling. Be detail oriented. Basic proficiency in Microsoft Windows Operating environments and Office Suite products to include Word, Excel, Outlook, PowerPoint, OneDrive, and SharePoint.

  Ability to communicate with others, demonstrate a professional and courteous demeanor to establish and maintain cooperative working relationships with the public and staff.

  Ability to follow written and oral directions and instructions. Ability to read, understand, and apply complicated and detailed regulations, policies, procedures, and programs governing the agency.

  Ability to analyze and interpret written, numerical, and verbal data from various sources. Ability to prepare clear, concise, and accurate reports in a logical format timely. Plan, organize and prioritize workload to ensure deadlines met.

  Ability to work in a large, open office environment.

  Ability to utilize problem solving techniques and must be self-motivated.

  Ability to lift and carry a laptop and associated documents (up to ten pounds).

  Maintains confidentiality as required.

  REQUIREMENTS:

  Must have a bachelor’s degree or higher from an accredited college or university with a major in a related field or a combination of education and professional experience totaling four (4) or more years in a related field.

  Travel, including overnight travel, is required. Must possess a valid driver’s license.

  Preference will be given to the Department of Elder Affairs employees.
