  Introduction

  The State of Connecticut (https://portal.ct.gov/) Department of Administrative Services (DAS) (https://portal.ct.gov/DAS) , Office of Education and Data Management (OEDM) (https://portal.ct.gov/DAS/OEDM/Office-of-Education-and-Data-Management-OEDM) , is looking to hire two (2) Trainers (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=7717AR&LinkSpec=RecruitNum2&R1=&R3=) !

  These Trainer positions are required to provide training for persons seeking to become Building Code Enforcement Officials (Building Officials, Residential Building Inspectors, Construction Inspectors, Electrical Inspectors, Mechanical Inspectors, Plumbing Inspectors, Heating and Cooling Inspectors, and Plan Review Technicians), Fire Investigators, Fire Code Inspectors, and/or Fire Marshals under OEDM's mandate to train, test, and credential building and fire code officials.

  ABOUT US

  OEDM is responsible for training and accrediting Building Code Enforcement and Fire Officials, providing code-related instruction for their continuing education, as well as to individuals in the allied trade and design professions. As such, OEDM performs all credentialing responsibilities - including training, testing, and records maintenance - for the Office of the State Building Inspector (OSBI) and the Office of State Fire Marshal (OSFM). OEDM also works with other government agencies, private utilities, multi-factor initiatives, and the trades communities to support high quality training offerings.

  DISCOVER THE OPPORTUNITY TO

  Teach in OEDM's Pre-Licensure Training Program for Building Code Officials or the Pre-Certification Program for Fire Code Officials as well as our career development continuing education programs;

  Work with the Office of State Fire Marshal (OSFM) and Office of State Building Inspector (OSBI) to ensure course and program content is up to date and aligns with any statements and code interpretations of those offices;

  Serve as an internal subject matter expert to assist with developing new course programs and to assist with test and item review to ensure examinations are relevant, accurate, and up to date;

  Work with professional organizations to ensure our training programs meet the growing and changing needs of the code enforcement community; and

  Develop and serve as an instructor for new and pilot programs, online trainings, and courses required or recommended under various mandates or in partnership with other organizations.

  Full-time (8 hours per day, 40 hours per week)

  Selection Plan

  PURPOSE OF JOB CLASS (NATURE OF WORK)

  In a state agency this class is accountable for independently performing a full range of tasks in preparing and conducting training programs.

  EXAMPLES OF DUTIES

  Prepares and conducts training courses;

  Assists in planning, developing, coordinating and evaluating comprehensive training programs;

  Conducts needs assessments;

  Develops course objectives, curricula, outlines and contents;

  Selects and develops training methods and materials;

  Researches learning material and resources;

  Monitors and evaluates training courses and participants progress;

  Provides technical assistance and consultation;

  Maintains records and prepares reports;

  Organizes and maintains a library of training materials;

  May conduct drills and exercises;

  KNOWLEDGE, SKILL AND ABILITY

  Knowledge of

  principles and techniques of training and staff development;

  education methods and techniques;

  Considerable

  interpersonal skills;

  oral and written communication skills;

  Ability to

  assess training needs and determine objectives;

  develop, organize and conduct training courses;

  utilize computer software.

  MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

  Six (6) years of technical experience in training, staff development, or adult education.

  MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

  A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.

  Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.

  PREFERRED QUALIFICATIONS

  Experience with Green and Energy Efficient Construction principles

  Experience with Plan Review of Building Construction Documents

  Experience as a Building Official or Fire Marshal

  Experience using the Connecticut State Building Codes and Fire Codes in an enforcement and teaching capacity

  Experience developing and delivering technical training programs

  Experience as an instructor for online and blended learning curricula

  SPECIAL REQUIREMENTS

  Incumbents in this class may be required to possess specialized certifications for designated positions prior to appointment.

  Incumbents in this class may be required to travel.

  Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
