About THEATER AEROSPACE OPERATIONS COMMAND AND CONTROL OFFICER (TITLE 32)

  Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a THEATER AEROSPACE OPERATIONS COMMAND AND CONTROL OFFICER (TITLE 32), Position Description Number D1503P01 and is part of the IL 183 WG, National Guard within the183d Combat Operations Squadron. Responsibilities As a THEATER AEROSPACE OPERATIONS COMMAND AND CONTROL OFFICER (TITLE 32),GS-2101-13, you will monitor and oversee the planning, organization, and supervision of all unit programs required by Air Force, Major Command, and ANG regulations in the training and employment of the force level Air and Space Operations Center (AOC) weapons system. Major Duties - This is NOT an all-inclusive list: Develop and recommend the operations budget for approval to higher headquarters based on unit requirements and mission. Coordinate required planning and resources with other units and higher headquarters to support and implement the training and deployment plan. Plan work to be accomplished by the division which consists of full-time Air Technicians, AGRs, as well as traditional Guardsmen engaged in technical and administrative work. Review and recommend establishment of formal approaches of instruction, training aids, training programs, training standards, directives and memoranda pertaining to training of the unit and its assigned and attached elements. Coordinate for the deployment, reception, staging (including billeting) and redeployment of personnel. Exercise responsibility for the interpretation, coordination, conduct of planning and execution for all aspects of the Air Mobility Division to include: airlift; air refueling; medical evacuation, and logistic movement of personnel and material. Exercise responsibility for the interpretation, coordination, and conduct of planning and execution for the functional areas; defensive operations; offensive operations data link operations; dynamic targeting; ATO re-planning; reports and weather operations. Monitor the implementation of an effective division safety program for all operations and related ground activities. Continually evaluate program results to reduce or eliminate accidents and incidents. Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires membership in the Illinois National Guard, required prior to the effective date of placement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Participation in direct deposit is mandatory. Recruitment and relocation incentives may be available for this position. Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Minimum rank 2LT, not to exceed rank of Col. Must have AFSC 11/12/13B. GENERAL EXPERIENCE: MUST possess experience, education, or training in following directives and regulations; experience interpreting and applying published directives or regulations; experience communicating with others. SPECIALIZED EXPERIENCE: GS-13 Level - MUST possess specialized experience, education, or training for the GS-13 Level, which includes at least 12 months at the lower grade GS-12, routine and non-routine preflight, in-flight, post-flight, ground or command and control (C2) duties according to specific transportation functions; receive, interpret, extracts, and disseminate relevant data for mission planning or execution; experience coordinating and negotiating with organizations/personnel both orally and in writing to resolve differences/problems. In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
