  DESCRIPTIVE STATEMENT:

  This is a non-exempt, part-time/temporary position limited to 1300 hours annually. Under supervision of the Program Coordinator - Park Ranger, this position provides education of and ensures compliance with City ordinances, rules, and regulations. Patrols Parks properties and enforces laws and Parks ordinances and promotes park safety. Provides assistance and information to park visitors.

  DUTIES & RESPONSIBILITIES:

  Provides education to public regarding Parks and City rules, regulations and ordinances.

  Assists park patrons by providing information, direction and education.

  Responds to complaints, inquiries, and requests for information.

  Performs enforcement duties in accordance with established policies and procedures.

  Patrols Parks Department properties on foot and in vehicle for violations of Parks and City rules, regulations and ordinances.

  Issues warnings, issues violation notices, writes reports and testifies in Municipal Court.

  Maintains logs regarding incidents, activities, enforcement actions, and related documents.

  Monitors sporting, recreational, and special events on Parks property.

  Verifies Parks user permits.

  Ensures reserved facilities are available as scheduled and are in a safe and clean condition.

  Promotes Parks cleanliness. Inspects and monitors Parks restrooms and playground facilities.

  Performs related duties and responsibilities as required.

  KNOWLEDGE, SKILLS & ABILITIES:

  Requires knowledge of:

  Parks rules, and ordinances and pertinent City, State, and Federal laws and ordinances.

  City Parks and recreation area facilities and their locations.

  Methods, principles, objectives, and standard practices of security and maintenance.

  Principles and practices of report preparation.

  Knowledge of security and enforcement.

  Requires ability to:

  Interpret and explain Parks and City policies and procedures.

  Prepare clear and concise reports.

  Communicate clearly and concisely, both orally and in writing.

  Testify in Municipal Court regarding citations issued.

  Provide courteous and efficient service to the public and in responding to inquiries, complaints and requests in a fair, tactful and firm manner.

  Establish and maintain effective working relationships with the public, law enforcement officers, and other employees.

  Operate standard office equipment including computers.

  Operate radio and communications equipment.

  Deal with a moderate amount of stress.

  Occasionally lift and/or move up to 80 pounds.

  Patrol Parks and recreation facilities both in vehicle and on foot.

  Physical Requirements:

  Below are the physical standards an employee must meet in order to perform the essential job duties with or without a reasonable accommodation.

  Ability to lift, carry, push and/or pull objects weighing up to 30 lbs., will occasionally lift loads of 50 lbs.

  Considerable walking and standing on steep, uneven, or icy terrain, as well as other activities requiring a full range of body movement including bending, kneeling, leaning, sitting, stooping, crouching, pushing, pulling, and climbing

  Frequent hand/foot/eye coordination for operation of computer equipment and motor vehicles

  Far and near visual acuity to read Municipal Code, record data, monitor/observe traffic signals, and to safely operate motor vehicles

  Ability to hear verbal instructions and communication from customers and fellow employees by telephone or in person, and warning signals

  Manual dexterity is essential in order to enter data into a computer, use constant light grasp, fine manipulation and handling a variety of items including office and computer equipment

  MINIMUM QUALIFICATIONS:

  In addition to the knowledge, skills and abilities the position requires:

  High school diploma, G.E.D. equivalency, or higher education.

  At least one year of enforcement or security experience which demonstrates the ability to investigate and enforce ordinances, rules and regulations.

  A valid, unrestricted Colorado driver's license at the time of application.

  Must be at least 21 years of age at time of application.

  SPECIAL CONDITIONS OF EMPLOYMENT:

  The required driver's license must be maintained throughout the term of employment. Failure to maintain driver's license will result in termination.

  Individual will be exposed to various and extreme weather conditions for periods of more than one hour throughout the work day. Position involves extensive walking while patrolling Parks and recreation facilities. Individual may encounter hostile or irate persons. Individual must be willing and able to work a flexible schedule including evenings, weekends and holidays.

  Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information. This requirement applies to all existing City employees as well as external candidates seeking to fill positions that meet the given criteria.

  City of Pueblo Temporary and Seasonal Employee Sick Leave Benefits

  Beginning January 1, 2021, all employers in Colorado are required to provide paid sick leave to employees under the Healthy Families and Workplaces Act (“HFWA”). Said leave is accrued at one hour of paid sick leave for every 30 hours worked, up to a maximum of 48 hours.

  Per the Act, leave may be used for any of the following reasons:

  The employee has a mental or physical illness, injury, or health condition; needs a medical diagnosis, care, or treatment related to such illness, injury, or condition; or needs to obtain preventive medical care.

  The employee needs to care for a family member who has a mental or physical illness, injury, or health condition; needs a medical diagnosis, care, or treatment related to such illness, injury, or condition; or needs to obtain preventive medical care.

  The employee or family member has been the victim of domestic abuse, sexual assault, or harassment and needs to be absent from work for purposes related to such crime; or

  A public official has ordered the closure of the school or place of care of the employee's child or of the employee's place of business due to a public health emergency, necessitating the employee's absence from work.

  Consistent with the HWFA, part-time temporary and seasonal employees of the City shall not carry forward more than forty-eight (48) hours of unused sick leave from one year to the next.

  City employment as a temporary or seasonal employee means that the most you can expect to work is 1300 hours in a calendar year. Depending on the work schedule required by the hiring department, this means more time to spend with your family and/or doing other activities.
