About Technical Writer-Editor

  Summary As a Technical Writer-Editor, you will design, develop, produce, and maintain operational and policy manuals, job aids, training materials, and other scientific technical communication to facilitate the mission of The Animal and Plant Health Inspection Service (APHIS); Plant Protection and Quarantine (PPQ); Pest Exclusion and Import Programs (PEIP); Imports, Regulations, and Manuals (IRM); Information Services and Manuals Unit (ISMU). Responsibilities The duties may include, but are not limited to: Works with technical writer-editors, technical information specialists, and other staff members to edit and develop manuals, technical content, and other guidance documents. Ensures that the organization’s strategic plan, mission, vision, and values are communicated to the team and integrated into the team’s strategies, goals, objectives, work plans, and work products. Serves as a senior member of the writing team that coordinates large and complex writing projects that impact content across ISMU systems. Coordinates interactions between writers, technical information specialists, staff operations experts, subject matter experts, editorial assistants, and determines the approach and methods to be used. Serves as the primary liaison with the ACIR team ensuring that joint projects are coordinated to ensure they are completed in similar timeframes and content is consistent across all platforms. Produces complex technical content in CIRD and other APHIS content management systems to ensure that information is adequate, findable, and useable by target audiences. Explains team goals and objectives to assigned team members and assists the team in organizing process improvement efforts based on multi-agency and user requirements. Solves work problems, and participates in the automation of the manuals as PDF files, databases, and rule-based systems, and works to ensure the timely implementation of the automated system. Identifies and develops technical, policy, scientific, and procedural manuals and associated documents, which includes determining information needs for a variety of audiences. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience analyzing highly complex technical manuals and other written materials and developing recommendations and guidance for substantial reorganization or clarification, and accomplishing rewrites and advising authors of the reasons for changes, to achieve informational objectives. Experience writing technical content intended for databases and other content management systems, and ensuring the information is adequate, findable, and useable by target audiences. Experience editing and proofreading scientific documents written by others for clarity, accuracy, sentence structure, grammar, spelling, punctuation, and plain language. Experience applying advanced technical writing and editing in order to develop authoritative technical manuals and materials relative to appropriate scientific subject matter. Experience coordinating and managing large and complex writing projects that impact content across platforms and in multiple formats, and working across disciplines to ensure a wide variety of stakeholders can access the needed information. Note: There is no education substitution for specialized experience at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This position does not have an education qualification requirement. To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. CTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100. Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expense associated with reporting for duty will be the responsibility of the selected employee. Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection. Worksite Information: This is a 100% remote position that must be located within the 50 United States, its territories, or possessions. The duty station for a remote designation is the selectee's home and must be established within the defined geographic options prior to start date. The selectee is not required to regularly work from a government facility however, the option may be available.
