  Overview

  Global Communities is seeking a Technical Advisor (TA) for Gender, Gender-Based Violence, and Inclusion to join the Global Programs team. The TA contributes to the quality and effectiveness of Global Communities’ programs through the provision of technical guidance and thought leadership on gender equality, and social inclusion (GESI) and Gender-Based Violence (GBV) programming. The successful candidate will play a crucial role in providing technical expertise, guidance, and strategic direction to program teams on the implementation of GBV prevention, mitigation, and response activities and to ensure the effective integration of gender and social inclusion across our programs. The TA will be a member of the Gender Equality, Youth and Social Inclusion (GEYSI) technical unit and will report to the Senior Technical Advisor for Gender and Social Inclusion. The TA will work with technical colleagues across Global Programs and across the sustainable development and humanitarian assistance portfolios. The TA will also engage in new business development opportunities and provide support to project design efforts.

  Responsibilities

  Responsibility Area: Technical Excellence Support

  Ensure technical excellence through the provision of remote and in-person technical assistance and capacity strengthening on gender integration and social inclusion, during the design and implementation of GBV prevention programming to new and existing projects. The Technical Advisor will contribute to the development and implementation of evidence-based strategies and plans in relevant technical areas.

  Provide gender focused, GBV, and social inclusion technical support and capacity strengthening across Global Communities’ health, economic empowerment, WASH, food security, and humanitarian assistance programming by helping technical specialists and program-based technical staff understand gender-transformative best practices and implementation approaches, including alignment with USAID’s 2023 Gender Equality and Women’s Empowerment Policy and other relevant policies.

  In collaboration with monitoring and evaluation leads, provide ongoing support to in-country GESI-related monitoring and evaluation activities, including in the development, review and application of the gender responsive monitoring and evaluation plans, studies, surveys, assessments, and evaluations.

  Work with the Senior Technical Advisor for Gender and Social Inclusion andthe Senior Advisor for Global Protection to capture learnings from programs and foster ongoing organizational sharing of lessons learned and promising practices around GESI integration and GBV prevention, mitigation, and response.

  Work with the Senior Advisor for Global Protection to develop an organizational strategy and approach for GBV programming and accompanying practical guidance, tools, and training.

  Support the Senior Technical Advisor for Gender and Social Inclusion to develop a gender integration package, inclusive of guidance for proposal development, training materials, standards for programming, sector-specific gender integration guidance, and M&E tools.

  Work with the Gender Equality, Youth, and Social Inclusion team to roll out a roadmap for integrating GESI across the organization and contribute to the development of an organizational gender policy.

  In collaboration with Global Communities colleagues ensure that all GESI and GBV activities Do No Harm and adequately consider safe programming principles and risks of women’s empowerment and challenging existing norms and practices.

  Responsibility Area: Positioning and Resource Mobilization

  Work with Strategic Growth and Partnership team (USG and non-USG), country and technical teams on positioning and lead development, writing and / or technical design for GBV and GESI proposals or components of proposals and project design processes.

  Lead or contribute to integration of GESI and GBV programming in project proposals in line with industry best practices and relevant US government policies, ensuring they are built into development of assessments, strategies, activities, monitoring and evaluation plans, and implementation plans.

  Contribute to new business development and the expansion of GESI and GBV programming through partnership identification, networking, presenting at relevant meetings with stakeholders, and other activities.

  Responsibility Area: Thought Leadership and Organizational Visibility

  Write technical briefs, blog posts and other communications materials that raise the visibility of Global Communities in GESI and GBV prevention and response programming.

  Draft, review, and edit technical content for completion of donor reports.

  Produce and disseminate high quality case studies, success stories, best practices and lessons learned that are supported with an evidence-base, beneficiary testimonials, impact/comparative data, and other relevant information.

  Participate in global and regional networks, working groups and other forums to promote Global Communities work and impact.

  Support representation of Global Communities to donors, other technical leaders, and external networks.

  POSITION SPECIAL RESPONSIBILITIES :

  Ability to travel (domestic and international) up to 20% per year, which may include high risk locations.

  Participate in Global Communities’ organizational initiatives.

  Knowledge, Skills and Abilities

  Knowledge, Skills and Abilities

  In-depth understanding of best practices in gender equality, social inclusion, gender-transformative programming, gender-based violence prevention and response, and familiarity with relevant United States government (USG) policies and strategies.

  Demonstrated ability to integrate a GESI lens into projects and proposals including those funded by the USG.

  Experience with both sustainable development and humanitarian assistance programming a strong asset.

  Excellent project management and organizational skills, detail-oriented, able to prioritize and manage multiple tasks independently.

  Demonstrated ability to provide GESI technical advice, training, support, and mentorship to counterparts on a range of types of programs.

  Highly skilled in program design, implementation, and monitoring, evaluation and learning.

  Well-versed in implementing a survivor-centered approach and applying do-no-harm principles across development sectors and throughout the program cycle.

  Strong writing and communication skills in English essential, including documentation of program results, case studies and marketing/positioning materials, funding proposals, and donor reports.

  Fluency in a language of Global Communities’ regional country teams (especially Spanish) a strong asset.

  Strong time-management skills and ability to work to deadlines.

  Strong work ethic, cross-cultural competencies, and the ability to work well independently and as part of a diverse, global team across time zones.

  Ability to work as an integral part of a team, taking guidance and input from a variety of staff.

  Demonstrated commitment to feminist principles and diversity, equity and inclusion.

  Demonstrated cultural sensitivity and commitment to Global Communities’ core values.

  Qualifications

  Undergraduate degree in related discipline and a minimum of four years of related work experience or a minimum of eight years of related work experience.

  The successful candidate will have direct experience in the following areas: gender equality and social inclusion; gender-based violence prevention, risk mitigation, and response; gender analysis; social and gender norms transformation; engaging men and boys; working with marginalized populations; capacity building’ and partnership building.

  Experience in GBV prevention across development sectors such as health, food security, nutrition, WASH, economic empowerment, and climate, as well as in humanitarian response programming.

  Experience providing direct project support and training to gender equality and/or GBV programs in the contexts in which Global Communities operates.

  Experience in new business development supporting proposal development and project design.

  Experience in facilitating the development of manuals, documenting processes, and best practices preferred.

  Experience or familiarity with US government grant proposal preparation and regulations preferred

  Location and Work Schedule

  This selected candidate can be based in either Silver Spring, MD or San Diego, CA Candidates must be authorized to work in the US without any restriction.

  This role can work on a hybrid/telework schedule or a fully remote schedule. Hybrid is defined as working at least twice as week (Tuesday, Wednesday, or Thursday) from either our San Diego or Silver Spring office and the remainder of the week from an approved remote location.

  Salary and Compensation

  The estimated salary for this position is between $80,266 and 110,366. Final salary will be based on several factors including qualifications, geographic location, experience, and internal equity. Global Communities provides a comprehensive benefits package; please note that this position is not eligible for allowances.
