Summary This position is located in the Office of the Inspector General. The supervisor for this position will be the Assistant Inspector General for Audits. This position is Non-Bargaining Unit. This position may require occasional travel. Expenses associated with an interview will be paid, however, expenses associated with relocation will NOT be paid. Responsibilities This position requires in-person attendance at the OIG office, located within the NRC Headquarters building, at least three days per week, and at least six days per pay period, subject to revision by the Inspector General. This is NOT, and will not be, a fully remote position. The person selected for this position will be required to relocate to the Washington, DC metropolitan area within 120 days after accepting the position if residing more than 50 miles from NRC headquarters. As Team Leader/Supervisory Auditor (Financial Audit), you will assist the Deputy Assistant Inspector General for Audits and the Assistant Inspector General for Audits in the planning, organizing, and managing of the audit function within the OIG. This includes mandated financial audits, special audits, performance audits and coordinating or performing independent evaluations into issues with financial management implications for the NRC and the Defense Nuclear Facilities Safety Board (DNFSB.) You will be responsible for leading audit teams in the planning, implementation, reporting, and monitoring of financial related audits performed by OIG staff or contracted Independent Public Accounting firms, including establishing and maintaining effective working relationships with NRC and DNFSB management and program officials. You will be responsible for supervising performance audits and attestations and ensuring the quality and integrity of all related products. Specifically, you will be responsible for managing all aspects of multiple engagements including the planning, internal control, testing, and reporting phases of federal performance audits, attestations, and audit follow-up. You will provide effective supervision of auditors who perform audits and attestations, as well as oversight of engagement teams of contracted independent public accounting firms. Additionally, you will ensure that OIG standards and procedures are followed and that all audit work is performed in accordance with the OIG Audit Manual and the Government Accountability Office’s (GAO) Government Auditing Standards. Qualifications In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the federal service or equivalent experience in the private or public sector. Specialized experience is experience and training that equipped you with the ability to conduct investigations and/or inspections of allegations to determine violations of laws, regulations, and/or procedures. Specialized experience also includes the ability to prepare concise and accurate reports of investigations, inspections, and/or allegations. The ideal candidate will be able to demonstrate the ability to: Ability to provide supervision, guidance, and counsel to the subordinate staff on a daily basis. Demonstrated ability to analyze data and provide analytical support in response to audits, data requests, and other special requests of priority or urgency. Demonstrated skill overseeing and leading audits. Ability to establish priorities for the assigned team. Allocate staff resources within budgetary limitations and recommend changes in program goals and policies. Meet with team staff to help guide decisions related to establishment and implementation of Individual Training Plans. Demonstrated ability to ensure implementation of program evaluation and audit standards, procedures, and guidelines consistent with the standards established by the OIG Audit Manual and the GAO’s Government Auditing Manual on all activities conducted by the assigned team. Demonstrated ability reviewing and editing written products of subordinates to ensure that findings are properly developed and documented, and that appropriate recommendations are made. Skill in effectively overseeing the application of data analysis and the communication of analysis and solutions to problems. Skill in developing an annual plan using risk management tool for the assigned team that consists of specific proposals that interface with the issues and sub-issues described in the AIGA annual plan and is consistent with the OIG’s strategic plan, annual assessment of Management Challenges, collective significance analysis, and measures of risk. Ability to establish and maintain close and effective working relationships with peers, supervisors, agency officials, and others. Specifically, work in close coordination with Team Leaders of other teams, the Quality Assurance Manager, the AIGA and the Deputy AIGA. (Provide examples of specific assignments that required you to use tact, diplomacy, and negotiation skills to achieve cooperation and develop consensus.) Education Applicants must have a degree in accounting, or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. A certificate as Certified Public Accountant (CPA) or a Certified Internal Auditor (CIA), obtained through written examination is required for this position.
