You will work under general supervision, with limited latitude for the use of initiative and independent judgment.This is an entry-level position with increasing responsibilities as training progresses. Newly hired inspectors are required to complete a training manual to assist them in learning regulations, operating procedures, and other job responsibilities.PRIMARY RESPONSIBILITIESMonitor traffic movement and check commercial motor vehicles and commodities entering Texas from other states for agricultural pests and quarantine compliance.Perform entry-level regulatory inspections on commercial motor vehicles and commodities to prevent the introduction of unwanted pests into Texas.Read and interpret shipping manifests, quarantine certificates, bill of ladings, and other industry-related documents to determine the contents and admissibility of commercial shipments and to make sound decisions relating to the release or rejection of shipments.Enter electronic and handwritten data to gather information regarding traffic flow, pest samples, and rejected or quarantined commercial shipments into databases for statistical analysis and to assist the Program in evaluating trends.Submit suspect pest species to Texas Plant Pest Diagnostics Lab for identification by collecting samples in alcohol vials or other containers and completing printed and electronic reports.Complete accurate, detailed reports related to inspections, complete travel vouchers and mileage reports; complete various weekly and end-of-month reports.Conduct thorough inspections and complete all related reports with data integrity and properly document violations.Coordinate and ensure that Regional Directors and ACP Plant Quality Program staff are kept informed of all issues related to the inspections.Represent the agency in a positive manner when dealing with constituents.Train on and become proficient in the use of Performing Inspections, Enforcement and Recruitment (PIER), Bringing ResourceIntegration and Data Together for Greater Efficiency (BRIDGE) and business intelligence reports.Follow all TDA policies and procedures.Perform other duties as assigned.Qualifications: QUALIFICATIONS/REQUIREMENTS FOR THE POSITION:Bachelors degree.This position is located in Mt. Pleasant (Titus County) at the Commercial Motor Vehicle (CMV) Road Station which is located at 552 Interstate 30 Service Rd, Mt Pleasant, TX 75455. If the Inspector is assigned to work at a different location than the CMV Road Station in Mt. Pleasant, Titus County, TDA will provide transportation.Valid Texas drivers license a d an acceptable driving record.Substitution: A high school diploma and two years full-time work experience related to the essential duties may substitute for a degree.KNOWLEDGE, SKILLS ABILITIESKnowledge of laws, codes, standards, and regulations related to the area of responsibility; of the principles and methods of field inspection and quality control; and of business practices in regulated occupations and industries.Skill in conducting inspections; in providing customer service excellence to both internal and external customers; in determining proper courses of action; in using instruments or tools necessary to perform inspections; in using a computer and applicable programs and databases, and in maintaining records and written reports.Ability to prepare reports; to interpret laws and regulations; to gather and analyze data; to communicate effectively, orally and in writing; interact effectively with co-workers, supervisors and the public; to exercise sound judgment and discretion; and to maintain the highest level of confidentiality.PHYSICAL REQUIREMENTS WORKING CONDITIONSThis position is required to perform their assigned duties outdoors, at the commercial motor vehicle (CMV) and truck inspection areas approximately 90% of the time; the remaining time is spent in a normal office work environment which may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Involves working outdoors and exposure to extremes in temperatures (including high-low temperature changes and variable climatic conditions such as rain, fog, dust, fumes, gases, and odors). The noise level in the work environment is moderate. Involves extensive moving and remaining stationary; walking; standing; pulling and pushing; kneeling, stooping and bending; safely lifting and/or carrying items weighing up to 50 pounds; operating heavy equipment/machinery; safely handling hazardous and/or flammable materials; and exposure to dust. Involves safely operating a state vehicle and driving for long distances; working extended hours, some evenings, weekends, and holidays. This position is expected to rotate shift, including day, evening, and night. May involve travel, up to 70% of the work period, and some occasionally overnight.
