To complete the supplemental questions, go to CAPPS Recruit: https://capps.taleo.net/careersection/ex/jobsearch.ftl?lang=en.WHO ARE WEThe Texas Department of Agriculture's Food and Nutrition Division administers 12 federal nutrition programs and receives more than $2.5 billion in federal money annually used to fund the programs for the State of Texas.WHAT YOULL DOThe Food Nutrition (FN) Training Development Specialist will work in a fast-paced, multi-faceted environment planning, designing, developing and/or conducting highly complex Training and Instructional Design work (TD) services for the Texas Department of Agricultures (TDA) Food and Nutrition (FN) Division. You will participate in assessing, identifying, and addressing FN training needs, both internal and external. You will work under limited supervision with moderate latitude in the use of initiative and independent judgment.PRIMARY RESPONSIBILITIESDesign, develop, and update instructor-led training (ILT), virtual instructor-led training (vILT), and eLearning training materials, programs, courses, and delivery systems in collaboration with subject matter experts to meet internal and external goals and objectives.Design, organize and develop of training goals, curricula, course outlines, instructional methods, training aids, manuals, and other instructional materials on all applicable federal and state rules and regulations pertaining to the federal Child Nutrition Programs (CNPs) administered by TDA.Follow standard guidelines for assigned training goals, curricula, course outlines, instructional methods, training aids, manuals, and other instructional materials on all applicable federal and state rules and regulations pertaining to the nutrition programs administered by TDA.Conduct ILT, vILT, or eLearning for internal and external customers, as assigned. Serve as a trainer and training event facilitator for the following, as assigned:a. Contracting Entities (CEs) in all programsb. TDA FN section training,c. TDA FN professional development efforts, andd. other target audiences.Create and utilize training materials using a variety of techniques and formats such as eLearning, lecture, role playing, simulations, scenarios, case studies, videos, games, team exercises, group discussions, etc.Conduct or attend relevant job-shadowing activities such as the Administrative Review, section meetings, on-site visits, interviews, etc., within FN, the Education Service Centers (ESCs), and/or Contracting Entities (CEs) to identify training gaps and enhance training coursework.Keep abreast of, and utilize, best practices in adult learning, research methodologies, and instructional design principles as well as computer and technology skills to develop and deliver training. May train and mentor others in work processes and procedures.Review assigned training requests and training materials submitted to TDA Training for approval. Determine if submitted requests are relevant to FN goals and objectives. Coordinate with other FN sections and subject matter experts to review proposed materials through publication.Compile and evaluate data and/or reviewing reports for approval. Run reports to monitor completion rates for select assignments. Compile, analyze, and evaluate training-related data (from sources such as course registration, attendance, knowledge assessments, feedback surveys, polls, etc.) and integrate solutions and recommendations into assignments.Follow all TDA policies and procedures.Perform other duties as assigned.Qualifications: QUALIFICATIONS/REQUIREMENTSFOR THE POSITIONBachelors Degree (One year of work experience related to the primary responsibilities may substitute for one year of college).Three (3) years work experience in the training, design and development of training materials,Experience in training, teaching, or presenting information in a group setting.PREFERExperience with learning management systems (LMS), instructional design, authoring tools such as Articulate Rise and 360, and other training technologies.Experience operating or reviewing the compliance over federal programs.KNOWLEDGE, SKILLS ABILITIESKnowledge of training and development procedures and techniques; learning management and learning content managementsystems; group processes, group dynamics, and interpersonal relations; and instructional and curriculum design; of trainingprocedures and techniques; adult education principles, practices and techniques; group process, group dynamics andinterpersonal relations; and of Food Nutrition program procedures, policies, rules and regulations.Skill in providing customer service excellence to both internal and external customers; in operating a personal computer with word processing, spreadsheet, and design software, including but not limited to Articulate 360 and Rise, Camtasia, Snag-It, and Adobe; and in oral and written communication and instructing others; and in facilitating workshops.Ability to formulate learning objectives, to develop training objectives, to evaluate the effectiveness of training, to assess training needs, to communicate effectively, to conduct research and work with subject matter experts to develop adult learning curricula; to work in a fast paced, multi-faceted environment; organize and work independently, as well as within a team environment; to work effectively under pressure and meet strict deadlines while maintaining extreme attention to detail; and to exercise sound judgment and discretion.PHYSICAL REQUIREMENTS WORKING CONDITIONSNormal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 50 pounds. Must be able work extended periods at a computer and may require working extended hours and some evenings and weekends, as needed.
