Position Highlights
In each of these roles, you will be responsible for supervising a group of employees responsible for the collection of past-due taxes, at various stages in the collection process: office operations, advance collections tools, and field services.
These positions are located in Hartford and the hours are 8:00 AM - 4:30 PM.
One chosen supervisor will lead a team that works in the field, this position will require limited driving.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Revenue Services, Collection and Enforcement Division this class is accountable for supervising investigatory, collection, and clerical staff engaged in all activities related to either the collection of delinquent returns, deficient taxes or abatement of uncollectable taxes and bankruptcies.
EXAMPLES OF DUTIES
Duties of this position include, but are not limited to, oversight of up to twelve employees on a Collection Team engaged in collecting past-due tax debts in a timely manner; responding to taxpayers efficiently so they may be able to understand their bills and make payment arrangements promptly; and recommending or taking enforcement action after following due process requirements, to effectively turnover the agency’s outstanding accounts receivable balances.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of
and ability to apply relevant agency policies and procedures;
relevant state and federal laws, statutes and regulations;
effective investigative techniques and practices;
effective collection procedures and practices;
the operations of electronic tax administration systems;
Knowledge of effective office practices and procedures;

Ability to utilize computer software;
Supervisory ability.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of experience in investigatory work involving the collection of delinquent accounts in a regulatory enforcement agency, financial institution, credit bureau, industrial or government security agency.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a lead/consultative capacity at the level of a Revenue Agent 2.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
PREFERRED QUALIFICATIONS
Experience working in the Collection industry.
Experience using a computer collection case management system for documentation and record keeping.
Experience reviewing and making decisions on assigned case management inventory.
Experience communicating and working with diverse populations.
Experience working as a subject matter expert and working with all levels of staff within an organization.
Experience handling escalated complaints.
Experience leading a team by directing, monitoring and effectively supporting staff.
Experience running meetings to inform and motivate staff.
SPECIAL REQUIREMENTS
Incumbents in this class may be required to travel.
Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
