The primary purpose of this position is to supervise the Freight Services Element, which includes Surface Freight Traffic, and Preservation, Packaging And Packing units. Responsibilities Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through two military subordinate supervisors. Plans, organizes, and oversees the activities of the Freight Services Element. Develops goals and objectives that integrate organization and freight services objectives. Represents Freight Services with a variety of installation and functional area organizations. Performs freight classification and shipment duties for all types of cargo (e.g., hazardous, sensitive, classified, etc.). Administers a variety of freight service programs. Obtains and develops rates for a wide variety of shipments, to include special and complex. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administrative Support Positions for Transportation Clerk and Assistant Series, 2102. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge and application of an extensive body of transportation regulations, methods, and practices to perform a wide variety of interrelated or nonstandard transportation support assignments and to resolve a wide range of problems; Knowledge of transportation regulations that relate to the movement of a wide range of specialized shipments, e.g., oversized, heavy haul, hazardous, or security risk items requiring specialized shipment needs) storage capabilities, carrier services, and handling for domestic and foreign shipments. Knowledge of freight classifications, freight rates and shipment methods to properly pack a wide variety of cargo and provide cost estimates in the movement of freight. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive knowledge of standardized Freight Services policies, principles, practices and techniques, laws, and local ordinances, regulations, policies and authorities, and skill in applying this knowledge and integrating the Freight Services function with the mission and program of the organizations served. Knowledge of operations, practices, services and technical capabilities of a variety of types of commercial carrier modes, freight classification sources, and freight rate procedures, including the factors influencing transportation rates and operating costs. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate both orally and in writing. Knowledge of personal computer use, applicable software applications, and automated data systems (e.g., CMOS)supporting transportation freight services functions and programs. Knowledge of budgetary guidance, principles, and procedures applicable to annual budget preparation. Knowledge of personnel management policies, practices and procedures, including the ability to adjust work operations to meet emergency, changing program, or production requirements within available resources and within minimum sacrifice of quantity or quality of work. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
