About Supervisory Traffic Management Specialist

  Summary This position is located in the Transportation Operations Branch, Transportation Management Division, Office of Logistics Management, Bureau of Administration, Department of State. The incumbent serves as the supervisor for the Outbound and Counseling Section and the Inbound and Storage Section. Responsibilities include performing a variety of assignments related to developing, planning, organizing, directing, and managing the Department of State's personal effects transportation program. Responsibilities Ensures that shipments records are properly completed in order to ensure data integrity, transit time studies and other analyses. Provides assistance to Despatch Agencies, posts and other government agencies on transportation regulations, policy and programs, and provides resolution of unusual or difficult transportation situations. Reviews the section's operational procedures and takes a proactive approach to initiate business process changes to enhance the efficiency of the overall transportation program. Serves as contracting officer's representative for oversight of complex transportation services contracts. Supervises subordinate staff with direction, advice and training regarding policies, procedures, and guidelines; Plan work to be accomplished by subordinates, set, and adjust short-term priorities, prepare schedules for completion of work. Requirements Conditions of Employment Qualifications Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Examples of qualifying specialized experience include: Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities. Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance. Making presentations on traffic matters before Federal, State, or local regulatory bodies. Performing loss and damage prevention work when this INCLUDED responsibilities such as policy and procedures formulation and studies of traffic operations and services. Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. Providing advisory service involving commodity analysis from the transportation standpoint. In addition, Qualifying specialized experience must demonstrate the following: Experience with CONUS and OCONUS traffic management services for personal effects shipping. Experience providing interpretation of program, regulatory and policy updates, and changes on unusual, emergency, or controversial transportation situations. Experience with the full range of travel and traffic management techniques, methods, and policies for assisting and improving an organization program effectiveness. Experience providing advice and assistance to subordinates, and upper-level management on transportation regulations, policies, and programs. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through." There is no substitute of education for specialized experience for the GS-13 position. Applicants applying for the GS-13 grade level MUST have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
