  Summary This position is located in the Health Resources and Services Administration, HIV/AIDS Bureau, Division Community HIV/AIDS Programs. The duty location for this position is in Rockville, MD and is not eligible for remote work. Responsibilities This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives. As the Supervisory Public Health Analyst - Deputy Director, your major duties and responsibilities include: Advising the Division Director on human resources and staff-management issues. Maintaining outside liaison with Ryan White Community such as grantees, planning, bodies, funded providers, other federal offices, national organizations and persons living with HIV/AIDS to ensure understanding of DMHAP's purpose and to communicate information about the bureau's priorities Participating with the Division Director, Office of the Associate Administrator and other key staff in the establishment of broad division, bureau goals, objectives and the development of budget, legislation and other effective means to meet these goals. Providing authoritative information, consultation and advice on a broad range of program matters related to development, coordination and technical assistance/training of division activities, developing and implementing systemic approaches enabling identification of areas for future division activities. With the Director, maintaining division technical assistance/training resources including grants, cooperative agreements, interagency agreements, contracts and purchase orders. Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that your resume experience demonstrate that you possess the following competencies: 1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. 2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. 3. Knowledge of a specialized public health program. 4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. 5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. In order to qualify for this position at the GS-15 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service. Examples of the minimum qualifying specialized experience equal to the GS-14 level include the following types of tasks performed on a regular and recurring basis: 1. Establishing short and long term goals, operational plans and programs for HIV/AIDS Programs (e.g. Ryan White, PEPFAR etc.) for a public health organization. AND 2. Providing technical assistance to the staff on the evaluation of HIV/AIDS public health programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. A COMPETENCY is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. HIV/AIDS PROGRAMS - Knowledge of the concepts and principles of HIV/AIDS Programs (e.g. Ryan White, PEPFAR, etc.); addressing legislation impacting HIV care and treatment services to people living with HIV and collaboratively working with cities, states, and local community-based organizations. PUBLIC HEALTH PROGRAM MANAGEMENT - Plans, develops, coordinates and manages the structure and administration of public health organizations and the policies that impact health programs and reimbursement of health services.
